Under administrative direction, is responsible for the operation of a mission critical 24x7 county-wide IT enterprise data center operations, servers, and storage. Responsible for cyber security threat management policies, tools and practices to safeguard all data and systems; responsible for the delivery of a stable, reliable, cost effective compute and storage infrastructure to support applications and services; responsible for establishing standards and procedures for working with third party vendors providing cloud-based services, including strategic roadmaps for moving compute and storage services to the cloud; responsible for managing vendors to ensure high service levels and value. Responsible for identity and access management. Responsible for endpoint management. Flexibility to achieve performance excellence in a telework arrangement. Flexibility to deliver services in a telework environment and supervise colleagues in a telework environment.
Duties and Responsibilities

- Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability
- Oversees teams responsible for the operation of a mission critical 24x7 IT enterprise data center operations, servers, and storage.
- Manages the day-to-day operations of on-premises data centers, including power and cooling systems, network infrastructure, and physical security. Coordinates closely with Network Services to ensure server and network infrastructure reliability and availability at data centers.
- Oversees teams responsible for identity and access management, and endpoint management.
- Participates in the development of the IT strategy and operating budget and monitors the implementation; provides oversight and proactively manages project schedules, solution delivery, and solution quality.
- Ensures compute and storage infrastructure is right-sized and current to support business needs and strategic plans; establishes and maintains processes to ensure systems and services are up to date; responsible for researching and evaluating new compute and storage infrastructure technologies
- Develops a stable, reliable, cost-effective compute and storage infrastructure to support applications and services; establishes an ongoing capacity management and investment program for infrastructure
- Responsible for cyber security threat management policies, tools and practices to safeguard all data and systems; manages a comprehensive monitoring and alert system tied to enterprise notification and escalation processes and plans; oversees the investigation of all discrepancies related to IT compute and storage infrastructure, to include performing root cause analysis and identifying corrective actions
- Builds, develops, and grows relationships with all internal customers and vendors; negotiates service level agreements with both internal and external customers and vendors, and monitor service delivery to ensure the agreed targets and standards are met; manages vendors in the IT computing and storage infrastructure space to ensure high service levels and value
- Manages capacity and ensure commitments are negotiated to the satisfaction of business stakeholders.
- Develops SLAs & KPIs to ensure IT operational excellence; develops a roadmap for the utilization of cloud services
- Develops and implements disaster recovery and business continuity plans for computing and storage systems
- Manages server and database backup and recovery processes to ensure data is protected and recoverable in the event of a disaster or data loss.
- Works with other IT professionals to troubleshoot and resolve technical issues related to databases and database systems.
- Collaborates with other IT department management on the architecture, design, implementation, support, and maintenance of computing and storage infrastructure
- Designing, implementing, and maintaining the organization's cloud infrastructure on Microsoft Azure, including virtual machines and storage
- Oversee the implementation and management of IAM technologies, including identity provisioning, access management, single sign-on, and multi-factor authentication.
- Manage the access request and approval process and ensure that access privileges are granted based on the principle of least privilege.
- Maintain and manage the identity data and access control systems to ensure the accuracy, completeness, and reliability of information.
- Design, deploy, and manage automated tools and processes for endpoint configuration, software deployment, and patch management.
- Develop and enforce standardized endpoint configurations, ensuring compliance with security policies and regulatory requirements.
- Collaborate with the security team to implement endpoint security measures
- Ensures development and continual improvement of applicable processes, policies, and procedures
- Maintains a close working relationship with management of all departments
- Interviews and makes recommendations for hiring, terminating, promoting, demoting, orienting, evaluation, counseling, and salary changes for departmental personnel; develops and supports career development plans with Compute and Storage Services team staff
- Performs other related duties as required.
Minimum Qualifications

- Graduation from an accredited college or university with a Bachelor Degree in Computer Science or a closely related field, and seven (7) years’ of Information Technology management experience; or an equivalent combination of education and experience; Minimum of 3 years of leadership experience
- Knowledge of budget/financial management; knowledge of IT Services Management
- Strong knowledge of IAM technologies, such as Azure Active Directory, Active Directory, LDAP, SAML, and OAuth.
- Experience with IAM compliance requirements, such as CJIS, HIPAA, PCI DSS, and GDPR.
- Strong knowledge of endpoint management technologies and tools, such as SCCM, Microsoft Intune, or similar platforms.
- Strong experience in managing Windows server infrastructure in enterprise environments.
- Strong knowledge of compute and storage technologies, such as virtualization, server hardware, storage area networks (SANs)
- Strong knowledge of virtualization platforms (e.g., VMware vSphere, Microsoft Hyper-V) and Microsoft Azure cloud computing services
- Strong knowledge of backup and disaster recovery strategies and technologies
- Skill working with IaaS vendors and solutions
- Ability to represent the County in a professional and effective manner; ability to manage and train employees; recognize problems and implement solutions; ability to effectively communicate, both verbally and in writing; ability to operate personal computer; and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public
- Demonstrates technological intuitiveness
- Must secure and maintain a favorable background investigation and clearance
- Must clear a pre-employment physical and a pre-employment drug screen test
- Required to be on call 24 hours
- May be required to work more than 40 hours during the workweek
- May be required to work weekends
- Cloud-based Infrastructure Management experience
- Project Management experience
- Systems Architecture, design, and implementation experience
- ITIL or equivalent IT service management certification
- Project Management Professional (PMP) certification
