Summary
- Under direction; is responsible for managing the tax collection and assessment activities in the Property Tax section; supervises, trains and evaluates staff; ensures tax procedures are maintained; reviews workload activity reports; signs documents; coordinates with outside representatives and agencies; resolves tax law code inquiries; compiles data to calculate the effective tax rate; assists in the budget preparation; and performs related duties as required

Duties and Responsibilities

- Manages the Property Tax section to include the collection and assessment of property taxes, property tax refunds, and oversees bankruptcy research activities
- Supervises, trains and evaluates the Property Tax Supervisor, Property Tax Supervisor-Assessing/Refunds and Office Assistant II
- Ensures that proper tax procedures are followed to maintain compliance with Property Tax Codes, collection contracts and departmental policies
- Monitors section workload activity reports and makes adjustments
- Reviews and signs documents such as property tax payment arrangement
- Coordinates with outside delinquent Tax Attorney and Bexar Appraisal District pertaining to information on tax seizures, Sheriff’s sales and supplemental updates to the tax rolls
- Researches, resolves and prepares written and oral responses to routine or complex inquiries such as property tax code interpretations
- Prepares and presents specifications pertaining to the bidding of mailing tax statements and materials utilized
- Compiles data and calculates the effective tax rate
- Assists Chief Deputy of Operations with preparation of division budget
- Performs related duties as required.
Minimum Qualifications

- Graduation from an accredited college or university with a Bachelor’s Degree in Business Administration, Public Administration, or closely related field, and five (5) years property tax experience; including three (3) years supervisory experience; or an equivalent combination of education and experience
- Considerable knowledge of property tax codes and laws; considerable knowledge of property tax procedures; good knowledge of administrative procedures
- Skill in understanding, interpreting and applying Property Tax laws; skill in managing staff; skill in organizing and reporting data; skill in communicating effectively with diverse groups of individuals utilizing tact and diplomacy, both verbally and in writing
- Ability to perform basic mathematical calculations; ability to operate personal computer; 10-key adding machine, typewriter and basic office equipment; ability to maintain effective working relationships with subordinates, co-workers, other County employees, Department/Division Heads, Elected/Appointed Officials, other government agencies, outside organizations and the public
- Must be a Registered Texas Assessor Collector and maintain registration with the Texas Department of Licensing and Registration; or be seeking RTA credentials within the require time table established by the TDLR
- Must secure and maintain a favorable background investigation and clearance
- Must clear a pre-employment physical and a pre-employment drug screen test
- Must be able to maintain an effective attendance record/pattern
- May be required to work more than 40 hours during the workweek
Working Environment and Physical Demands:
- Working conditions are inside an office environment
- Physical requirements include lifting/carrying 10-20 lbs. occasionally
- Occasionally; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard, 10-key adding machine, and basic office equipment. Frequently communicates with others; must be able to exchange accurate information
- Positions self to perform essential functions
- Subject to sitting, standing, walking, twisting, reaching, pushing, pulling and bending to perform the essential functions
