Summary

Under direction, is responsible for research activities, including data collection, data reporting, evaluation, statistical analysis, projections, and data visualization. This position uses data to monitor compliance, prepare and submit reports, assess impact of our department, and fulfill other research needs. This work involves advanced data analysis and data research.

Duties and Responsibilities

  • Learn Bexar County MAC data and reporting requirements
  • Prepare quarterly reporting metrics to the MAC Oversight Board and TIDC
  • Prepare and distribute an annual survey of judges to address overall impressions of quality of indigent defense services and attorney performance
  • Prepare and distribute an annual survey of users to gauge overall satisfaction with representation through the MAC
  • Manage current MAC datasets regarding indigent defense programs and services
  • Provide data and analysis in support of the MAC’s strategic and operational needs
  • Identify research needs and prepare research agenda
  • Coordination with third-party evaluator per TIDC grant requirements
  • Recommend data-informed policies or initiatives that could substantively improve the Bexar County criminal justice system
  • Create and manage a performance measurement, evaluation, and reporting system for the department.
  • Respond to data inquiries from internal and external stakeholders
  • Design and conduct program evaluations
  • Contribute to team efforts within the department
  • Coordinate and collaborate with other researchers across County criminal justice system
  • In coordination with the MAC Program Manager and Law and Technology Resource Attorney, facilitates the development, implementation, integration and/or modification of the Department’s case assignment and case management systems
  • Perform other work as assigned

Minimum Qualifications

  • Bachelor’s degree in social science, public administration, public affairs, political science, economics, criminology, or related field and five (5) years’ experience in policy analysis, related government analysis, involving quantitative analysis and research techniques in criminal justice, health/human services, or other social science field
  • Advanced education or experience may be substituted on a year for year basis
  • Proficient in quantitative and qualitative research methods
  • Demonstrated ability to work with large data sets
  • Skills in problem-solving and policy analysis; skilled at using statistical software such as R, Python, Stata, Tableau, or Power Bi; skills in working collaboratively as an effective team member
  • Demonstrated advanced computer skills in MS Office products including Excel to develop and maintain spreadsheets, charts, tables, graphs; MS Word; MS PowerPoint
  • Skillful writing and oral communication skills
  • Ability to work independently and to manage multiple competing demands
  • Strong desire to improve the Bexar County Indigent Defense System
  • Applicants selected for interview will be required to submit a writing sample and an example of data work performed
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • May be required to work more than 40 hours during the workweek
Preferred Qualifications:
  • Post-Graduate degree in public administration, social science, political science, economics, criminology, or related field
  • Experience researching public defense or criminal justice
  • Experience with surveys, focus groups, or randomized controlled trials
  • Experience with data visualization
