Under administrative direction

• Manages day-to-day activities relating to service provider operational issues ensuring a cohesive work environment
• Manages multiple programs, including program outcomes and evaluations
• Provides staff development and conflict resolution services to Purchasing staff, partner-provided staff, volunteers, and interns
• Develops, maintains, and evaluates Purchasing policies and procedures
• Assists in administrating and communicating to all assigned employees’ issues regarding Purchasing policies, procedures and client responsibilities
• Communicates to Leadership any information affecting or having the potential to affect client or employee relations
• The Program Manager is responsible for the review and redesign of the county purchasing and supply chain process
• Effectively communicates functional issues related to the purchasing & supply chain software to the project team, Executive Committee, Purchasing Agent, and the County Auditor
• Performs related duties as required

• Graduation from an accredited college or university with a Bachelor’s Degree in Business, Computer Science, and/or related field and five (5) years’ purchasing experience, project management experience; or an equivalent combination of education and experience
• Basic knowledge of financial management system’s hardware and software functionalities and characteristics; knowledge of project management and implementation techniques pertaining to a financial management system or a similar project; knowledgeable in commercial, and/or public government purchasing and supply chain processes.
• Utilizes an array of knowledgeable and able to use readily systems and/or tools such as MS Excel, Word, PowerPoint, and Project in their daily activities and responsibilities, working knowledge of governmental purchasing and supply chain software
• Skill in strong analytical and logic problem solving; skill in communicating on a knowledge base within the vendor’s Functional Team Purchasing Department and County Offices; skill in multi-tasking and meeting tight deadlines; skill in writing reports, business correspondence, and procedure manuals; skill in presenting technical information clearly and logically to various levels of staff members; skill in preparing for and presenting application workshops
• Ability to supervise personnel efficiently; ability to follow a project plan; ability to effectively communicate and present information, both verbally and in writing, to the Executive Committee, Elected and Appointed officials, managers, and to all end-users of the system; ability to operate personal computer, audio/visual and basic office equipment; ability to effectively communicate with diverse groups of individuals utilizing tact and diplomacy; ability to establish/maintain effective working relationships with co-workers, County officials, County employees and the public
• Must secure and maintain a favorable background investigation and clearance
• Must clear a pre-employment physical and a pre-employment drug screen test
• Must have a valid driver’s license, motor vehicle liability insurance and personal injury insurance
• May be required to work more than 40 hours during the workweek
