Summary

Under general direction, is responsible for managing and implementing, contract initiation, monitoring and compliance activities, in accordance with the County’s contracting policies and procedures. Exercises direct supervision over assigned staff. Flexibility to deliver services in a telework environment and supervise colleagues in a telework environment.

This Position is Excluded from Civil Service.

Duties and Responsibilities

  • Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability
  • Oversees the day-to-day workflow distribution, training, and development of staff in programs operated by the division; supervises, hires, develops, evaluates, counsels, and disciplines personnel according to established County policies, procedures, and guidelines
  • Oversees financial operations and ensures the compliance, guidelines and fund regulations for programs administered by division; oversees the budget preparation of federal, state and private grants and grantee expenditure guidelines
  • Oversees required monthly performance, budgetary obligation and expenditure reporting for all grants, contracts, and agreements with the division
  • Conducts high level collaboration with partnering agencies and funding sources, to establish agreements, contracts and expand service network.
  • Develop, review, update and implement division policies, procedures and management controls to improve contract compliance
  • Provides analysis and recommendations for projects eligible to be funded with CEAP, ERA, REAP, General Fund, and any other program operated by Community Resources.
  • Manages, coordinates, and monitors active projects of Community Resources
  • Ensures contract compliance with all Federal, State, and Local Government laws, regulations, policies, and procedures; ensures compliance with CEAP, REAP and General Fund regulations
  • Acts as a resource and liaison between division and various departments within the County as well as external contacts
  • Performs related duties and fulfills responsibilities as required

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor’s Degree in Public Administration, Business Administration or a closely related field and five (5) years contract management experience including two (2) years supervisory experience; or an equivalent combination of education and experience
  • Preferred:
    Master’s Degree in Business Administration, Public Policy/Administration or a closely related field is preferred
  • Considerable knowledge of public sector budgeting; knowledge of financial preparation and analysis; knowledge of local government operations; knowledge of accounting reporting requirement and practices; knowledge of financial reporting requirements and practices; knowledge of project management practices and procedures; knowledge of budget reporting and practices; knowledge of procurement & acquisition practices and procedures; knowledge of equipment & inventory management; knowledge of security management; knowledge of facilities management; knowledge of software and technology
  • Skill in analyzing financial data and formulating recommendations; skill in directing and managing projects; skill in managing multiple projects simultaneously; skill in logical problem solving; skills in analyzing and preparing spreadsheets; skill in operating computers, basic office equipment and associated software programs; skill in communicating effectively, both orally and in writing and skills in performing mathematical calculations
  • Ability to supervise professional, administrative and contract employees; ability to identify needs and recommend solutions; ability to organize in a logical manner; ability to communicate effectively, both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, county employees, vendors, and outside agencies; ability to respond effectively to questions and complaints; ability to organize and maintain data; ability to prepare reports; ability to handle complex issues and task simultaneously; ability to handle multiple clients/projects/responsibilities; ability to operate personal computer, typewriter and basic office equipment
  • Expert judgment to manage financial, budget, and procurement operations of the department. Initiative is constantly required to complete work assignments
  • Ability to develop recommendations and present reports; ability to maintain effective working relationships with coworkers, Elected/Appointed Officials, Department/Division Heads, County employees, government agencies, external organizations and the general public
  • Demonstrates technological intuitiveness
  • Must have valid driver’s license, motor vehicle liability insurance and personal injury insurance
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • May be required to be on call 24 hours
  • May be required to work more than 40 hours during the workweek
