Summary

Under direction of the departmental director, is responsible for the management of Bexar County public and employee parking facilities; exercises direct supervision of parking and clerical staff; determines maintenance and upgrade needs; monitors service and parking contracts; and performs related duties as required.

Duties and Responsibilities

  • Manages and administers all aspects of parking operations such as, revenue accountability, finance and accounting reporting, traffic flow analysis, and general maintenance of parking equipment at multiple remote sites
  • Analyzes parking needs and develop short and long range plans to meet those needs; prepares and submits periodic status reports for all parking facilities; evaluates and makes recommendations for peak and off-peak traffic flow and events' flow
  • Addresses all customer complaints and inquires, and assist in the resolution of conflicts and difficult situations
  • Develops and maintains the division's operating budget and makes fiscal recommendations for capital improvements
  • Develops and recommends proposals for parking policies and rate structures and is responsible for monitoring parking market trends in the regional market
  • Manages services and parking contracts to include all aspects of contract parking services including issuing of access cards
  • Conducts facility inspections on a regular basis; develops, coordinates, and maintains security and maintenance for all parking facilities
  • Ensures cash receipts and tickets are processed by utilizing established internal controls and procedures
  • Prepares and maintains staff schedules to ensure maximum utilization of available personnel
  • Authorizes and approves purchases of supplies, services, and materials
  • Supervises, trains, and evaluates assigned staff
  • Performs related duties as required

Minimum Qualifications

  • Bachelor's degree in Public Administration or related field, and a minimum of four (4) years parking facility operations experience; or an equivalent combination of education and experience
  • Knowledge of parking facility operations and equipment; knowledge of cash account management procedures; knowledge of building maintenance and safety requirements
  • Requires extensive knowledge of parking related software and hardware and IP camera security systems
  • Skill in managing administrative and technical employees; skill in organizing, compiling and recording information accurately; skill in utilizing word processing, database or spreadsheet software packages
  • Ability to perform basic mathematical calculations; ability to communicate effectively, both verbally and in writing; ability to effectively respond to customer inquiries and complaints; ability to establish and maintain effective working relationships with subordinates, County employees, outside agencies/vendors and the general public
  • Must possess and maintain a valid Texas driver's license
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • May be required to work more than 40 hours during the workweek and holidays
  • On call 24/7/365 days per year
Working Environment and Physical Demands:
  • Generally working in indoor conditions
  • Occasional exposure to outdoor conditions; exposure to temperature variations, noise, fumes and dust
  • Occasionally moves items weighing up to 10-25 pounds
  • Occasionally moves about the office
  • Frequently communicates with others; must be able to exchange accurate information
  • Generally operates a computer and other office productivity machinery
  • Positions self to perform essential functions
  • Must be able to remain in a stationary position
