Summary

Under direction, is responsible for overseeing and managing customer service and facility operations; Monitors service programs (webDEALER and Automobile Dealers) to ensure service quality and compliance with Federal (e.g., Truth in Mileage Act; Driver’s Privacy Protection Act), State (Transportation Code; Administrative Code; Property Tax Code; Texas Motor Vehicle Records Disclosure Act; TxDMV policies and procedures) and local government laws, policies and procedures; Prepares reports and compiles data to evaluate work methods and standards, and workload distribution; Conducts meetings with team to communicate service objectives, policy and procedures; Manages and accounts for all assigned inventory, equipment and funds collected; Administers human resource activities to include performance reviews and disciplinary action(s); Responsible for team’s professional development to include coaching; Communicates service and program changes or requirements to team, general public and stakeholders; Resolves complex motor vehicle inquiries; Reviews work structures and work products for optimization and quality; Performs related duties as required and necessary. This position may be assigned to any location.

Duties and Responsibilities

  • Manages substation facility operations and programs to include building access, security coordination and maintenance upkeep
  • Plans, organizes and monitors customer service operations to ensure service deliverables are achieved in a manner consistent with organizational requirements
  • Responds to complex questions and complaints regarding services and facility operations, and takes appropriate action(s) to resolve
  • Prepares reports, compiles and analyzes data, and assists with developing standard operating procedures
  • Conducts performance reviews and other human resource administrative activities to include disciplinary action(s)
  • Conducts team meetings and promotes open communication to build a culture of trust and transparency
  • Oversees inventory management to ensure all equipment and inventory is properly received, allocated and accounted for
  • Orders and verifies supplies, funds and inventory for daily operation
  • Approves office supplies and equipment from substation(s)
  • Verifies day-end balances; prepares and makes bank deposit; ensures funds are ready for pick-up
  • Audits cash recycler funds and conducts weekly maintenance
  • Performs related duties as required

Minimum Qualifications

  • Graduation from High School or a General Education Development (GED) certificate, and six years office experience in a cash collections environment, including three (3) years Motor Vehicle Title and Registration experience three (3) years managerial or supervisory experience; additional education in a related field may be substituted for experience
  • Strong knowledge of motor vehicle title, registration laws, policies and procedures, and property tax collection procedures; strong knowledge of administration procedures; knowledge of property and inventory management procedures
  • Skill in using Microsoft and database applications, operating personal computer, and basic office equipment
  • Ability to manage employees and resources; ability to communicate effectively, both verbally and in writing
  • Ability to organize, compile and record information accurately; ability to establish and maintain effective working relationships with subordinates, co-workers, other County employees, Division/Section Heads and the public
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • Must be able to maintain an effective and acceptable attendance record/pattern
  • May be required to work more than 40 hours during the workweek
Working Environment and Physical Demands:
  • Working conditions are inside an office environment
  • Physical requirements include lifting/carrying 10-20 lbs. occasionally
  • Occasionally; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard, 10-key adding machine, and basic office equipment.
  • Frequently communicates with others; must be able to exchange accurate information
  • Positions self to perform essential functions
  • Subject to sitting, standing, walking, twisting, reaching, pushing, pulling and bending to perform the essential functions
