Summary
- Under direction, is responsible for developing and presenting election training and outreach programs; developing performance measures and maintaining training program records; assisting with the preparation and implementation of the division policies and procedures manual; assisting in the development of operational plans and schedules; recruiting election judges; provides election information to the Secretary of State and other government agencies; assists with the preparation of composite poll lists; resolving telephone bank problems; assisting with budget development; and performing related duties as required.
Duties and Responsibilities

- Develops election procedure training for poll sites and voting systems and outreach programs which comply with the Texas Election Code and provides instruction to department staff, temporary employees and election judges
- Develops performance measures and conducts post-election evaluation of election judge, alternate and clerk accuracy and effectiveness
- Develops and presents election information programs for use in public service forums and special interest group meetings at various locations on behalf of the Elections Administrator
- Assists in the preparation and implementation of the division policies and procedures manual
- Makes recommendations for increasing election process effectiveness and cost containment
- Recruits registered voters to serve as election judges and prepares election judge nomination lists for approval by the Elections Administrator and Commissioners Court
- Prepares and provides oral and written responses to questions from the Secretary of State and other government agencies
- Assists with the preparation and maintenance of composite election poll site lists
- Resolves problems identified through the election telephone bank
- Assists Elections Administrator with department budget development
- Provides instruction to temporary employees involved in the election telephone bank
- Performs related duties as required
Minimum Qualifications

- Graduation from an accredited college or university with a Bachelor’s Degree in Public Administration, Business Technology, Business Administration, or a closely related field and two (2) years instruction and training program development experience; or an equivalent combination of education and experience
- Comprehensive knowledge of current poll site, election judge and voting system equipment procedures; good knowledge of poll site voter registration and voter eligibility requirements; knowledge of training program development, implementation and evaluation; knowledge of classroom instruction and adult learning techniques
- Skill in communicating effectively with diverse groups of individuals utilizing tact and diplomacy, both verbally and in writing; skill in researching, organizing and presenting technical information
- Ability to explain and instruct staff, election workers and others regarding poll site and voting system procedures; ability to understand and apply the Texas Election Code; ability to operate personal computer, TV/VCR, overhead projector, two-way radio, and basic office equipment; ability to establish and maintain effective working relationships with co-workers, Elected/Appointed Officials, other government agencies, outside organizations, candidates for political office, election judges, the news media, and the public
- Acts in the name of the Elections Administrator and shall perform official acts as may be lawfully done and performed by such Elections Administrator in person, pursuant to Sections 31.035, 31.039 and 31.040 of the Texas Election Code
- Must have a valid driver’s license
- Required to work overtime during election preparations
- Must secure and maintain a favorable background investigation and clearance
- Must clear a pre-employment physical and a pre-employment drug screen test
- Must be a registered voter in Bexar County
- May be required to work more than 40 hours during the workweek

- Occasionally moves items weighing up to 30 pounds

- Frequently communicates with others; must be able to exchange accurate information
- Constantly operates a computer and other office productivity machinery
- Positions self to perform essential functions
- Must be able to remain in a stationary position
