Summary

The Change Management Specialist plays a key role in communicating important information to employees. This information includes, but is not limited to, change initiatives, projects, status of the different issues impacting Bexar County Sheriff's Office (BCSO) employees:
1) What are the changes
2) Why are the changes taking place
3) How do changes affect the employees and benefit the BCSO; and
4) The expected timing of the changes
The primary focus will be creating and implementing change management communications that minimize employee resistance and maximize employee engagement. The Change Management Specialist will facilitate the processing and adoption of changes impacting the employees such that BCSO business goals are achieved

Duties and Responsibilities

  • Applies a structured change management approach, using proven and effective communication strategies
  • Works with BCSO leadership to develop a change management strategy based on a situational awareness of the details of the change and the groups being impacted by the change
  • Works with BCSO leadership to identify potential people-side risks and anticipated points of resistance, and develop specific communications strategies and tactics to mitigate or address the concerns
  • Helps BCSO employees understand all the issues surrounding change activities
  • Develops actionable and targeted plans and when appropriate includes sponsor roadmaps, coaching plans, training plans and resistance management plans
  • Supports the execution of plans by employee-facing managers and business leaders by providing key messages and talking points
  • Creates and manages measurement systems to track adoption, utilization and proficiency of individual changes
  • Works with BCSO Leadership to identify resistance and performance gaps, and works to develop and implements corrective communications
  • Creates and enables reinforcement mechanisms and celebrations of success
  • Performs other duties as assigned

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor's Degree in Journalism, Marketing, Public Affairs, Public Relations, Human Resources, or Business Administration with five years of progressive professional experience with business, media relations, or human resources, plus three (3) years relevant experience in Change Management; or a combination of education and experience.
  • Knowledge of how people move through change and the change process; knowledge of media relations and marketing communications
  • Exceptional communication skills both written and verbal; excellent active listening skills; good problem solving and root cause identification skills; and skill in creating and presenting presentations and communications sensitive to a diverse audience's needs
  • Ability to develop change management tactics to help shift mindset, behaviors, and achieve results through program activities, communication and leadership messages; ability to influence others and move toward a common vision and goal; ability to be a team player and be able to work with and through others; ability to establish and maintain effective working relationships with co-workers, other County employees, and Department/Division Heads
  • Must secure and maintain a favorable background investigation from the Bexar County Sheriff's Office
  • Must secure and maintain a favorable pre-employment physical and drug screen
  • Must have a valid driver's license
  • May be required to work more than 40 hours during the work week
Working Conditions and Physical Demands:
  • Working conditions are primarily in an office within a jail environment with occasional exposure to irate or hostile individuals
  • Physical requirements include lifting/carrying of 20-30 lbs. occasionally; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment. Subject to handling, walking, sitting, standing, bending, reaching and twisting to perform the essential functions
