Summary

Under administrative direction, is responsible for comprehensive oversight of the data collection, event award, and vendor payment process across all pertinent county funding and expenditure stream, including compliance and reporting responsibilities; and performs related duties as required.

Duties and Responsibilities

  • Develops strategies and processes in order to manage the County’s data collection and reporting process for competitive bid opportunities and cooperative purchasing agreements
  • Develops systems and procedures for implementation, tracking and compliance of all bid/solicitation outreach efforts across multiple funding streams as well we response, award, utilization and vendor payment data beyond first tier prime contractor status
  • Develops and maintains performance measurement activities for compliance including the utilization of Enterprise Resource Planning (ERP) platforms and licenses
  • Manages all reporting requirements regarding internal-County policies and procedures as well as subsequent State and Federal reporting responsibilities such as those pertinent to LGPP and Title VI funding obligations, respectively
  • Compiles and coordinates the consolidation and summary of departmental reports for a comprehensive annual compliance report
  • Coordinates with all County offices and departments on reviewing relevant purchasing statues and County practices applicable to all competitive solicitation requirements to ensure compliance with data collection and SMWBE participation targets
  • Reviews and coordinates responses to inquiries concerning the competitive bid process and end user concerns related to SMWBE utilization with appropriate County offices and departments and the Purchasing Department and Auditor’s Office
  • Monitors compliance by County offices and departments with all applicable State and Federal legislation as well as Bexar County Administrative Policies 8.0, 8.1, 8.2
  • Represent the County in person or by designation at all meetings pertaining to general compliance, data collection, and SMWBE utilization
  • Assist County office and departments in outreach efforts designed to attract and encourage the utilization of SMWBE-certified firms working to enhance the continued utilization of those firms within the community and bolstering the local economy

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Business Administration, or a closely related field, and three (3) years of experience within compliance, competitive bid solicitation review and administration, technical writing, cost benefit analyses, management analyses, policy development, and strategic planning, or an equivalent combination of education and experience to include two (2) years of supervisory experience
  • Considerable knowledge of federal, state, and local statues and legislation, procedures and administration; good knowledge of management analyses and techniques; good knowledge of big-data analytics and methods of quantitative and qualitative review
  • Skill in analyzing financial data for large organization; skill in communicating effectively, both verbally and in writing; skill in formulating recommendations and writing analytical reports; skill in utilizing Windows-based word processing and spreadsheet software; ability to oversee and administer vendor management and compliance software
  • Ability to interpret and implement funding guidelines as they pertain to policy implementation; ability to maintain and establish effective working relationships with co-workers, outside organizations, other County employees, Elected/Appointed Officials, other government agencies and the public
  • Must have a valid driver's license
  • Must secure and maintain a favorable background investigation and clearance
  • Must secure and maintain a pre-employment physical and a pre-employment drug screen test
  • May work more than 40 hours during the workweek
