Job Summary

Under general direction, is responsible for managing multiple complex projects on behalf of stakeholders and is responsible for ensuring effective, high-quality execution and delivery of projects, leveraging project management methodologies and software development lifecycle frameworks. Assembles project plans and teamwork assignments, directs and monitors work efforts, identifies resource needs, performs quality reviews, and escalates functional, quality, and/or timeline issues
appropriately. Works with leadership to identify and prioritize opportunities for utilizing IT to achieve the goals of the enterprise. Exercises technical supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • Plans, tracks, communicates, escalates, and facilitates work activities among team members using agile and other project management techniques and toolkits.
  • Analyzes, optimizes, negotiates, deconflicts, and deescalates project tasks, risks, and issues in coordination with project sponsors and product managers.
  • Delegates work to individuals based on their leadership assessment of strengths and aspirations.
  • Creates and maintains the project plan and identifies any potential initiative / project prerequisites across multiple projects or large platforms.
  • Designs and develops work breakdown structures and assists in breaking down features into user stories across multiple projects and large platforms.
  • Leads the prioritization of efforts
  • Facilitates the gathering of information required for agile teams to perform backlog estimation and captures estimates.
  • Updates estimates and/or time-boxes during the sprint, based on team performance and feedback.
  • Ensures adherence to the product or negotiates project budget and provides feedback on estimations for multiple projects or large platforms.
  • Optimizes productivity of resources on agile team.
  • Provides advice, guidance, recommendations on appropriate resource trade-offs.
  • Provides work direction to agile team, including prioritization, assignment of work, and review of work efforts.
  • Conducts kickoff and daily meetings, communicating individual roles and expectations.
  • Develops and maintains plans, processes, and systems for risk mitigation.
  • Ensures incremental delivery aligned with sprints.
  • Implements realized learnings.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Three (3) years of project management, agile delivery, or relevant experience
  • Two (2) years of team leadership experience
  • PMP Certification or Agile Certification PMI-ACP Required or equivalent
    OR
  • Bachelor's Degree from an accredited college or university
  • Five (5) years of project management, agile delivery, or related experience
  • Three (3) years of team leadership experience

Preferred Qualifications
  • Experience delivering initiatives leveraging agile methodology; Scrum, XP, SAFe, Kanban or other certification
  • Knowledge of product management principles
  • Strong technical background or understanding of IT systems, software development lifecycle (SDLC), infrastructure, cybersecurity, or other relevant IT domains.
  • Experience working with Planview Project/Portfolio Management Software
  • Ability to adapt to changing priorities, manage ambiguity, and thrive in a fast-paced environment with shifting requirements.
  • Experience managing relationships with external vendors, contractors, or consultants involved in IT projects, including vendor selection, contract negotiation, and performance management.

One year of higher education is defined as 30 credit hours completed at an accredited college or university.
