Job Summary
Under general supervision, is responsible for performing skilled work reviewing plans or blueprints and specifications submitted with an application for a building permit for new construction, remodeling, moving or demolition of structures to ensure compliance with building codes, zoning ordinances, and other related City ordinances. May exercise functional supervision over assigned staff.

- Performs daily inspections of work output of Plans Examiners and clerical staff to ensure accuracy of work and efficiency in methods and procedures.
- Performs preliminary plan reviews for Architects, Designers, and Engineers on major project in the design stage.
- Meets with the public, architects, engineers, and developers to resolve any problems or answer any questions.
- Conducts training programs for Plans Examiners and Field Inspectors.
- Responds to questions by phone pertaining to building, zoning, and Unified Development Codes.
- Maintains accurate records and files in order to properly control the processing of plans and applications and to determine and disseminate requested information.
- Reviews updated codes for adoption, implementation, etc.
- Acts as City liaison for the Planning Commission and assists other boards for determination of code related items.
- Interprets codes and analysis of all types of requests for alternate methods of materials and construction.
- Performs related duties and fulfills responsibilities as required.
- Reviews tree preservation, landscaping, buffers, streetscape, and irrigation plans for conformance to the Uniform Development Code.
- Reviews and prepares staff responses to Variance and Administrative request to exceptions to the Unified Development Code in regard to Environmental issues.
Job Requirements

- Two (2) years of college from an accredited college or university.
- Five (5) years of experience in reading and interpreting architectural and engineering plans, blueprints, and drawings.
- Environmental Senior Plans Examiner requires the ability to obtain Texas Commission on Environmental Quality (TCEQ) through the basic landscape/irrigation course and a become a ISA Certified Arborist within one (1) year of employment.

- Tree Risk Assessment Qualification
- Experience in Tree Preservation, Landscape, Building, and/or Irrigation Plan Review.
- Familiarity and understanding of the City of San Antonio Tree, Landscape, Streetscape, Buffer, and Irrigation Ordinance Requirements.

- Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

- Ability to interpret plans and blueprints.
- Ability to view proposed plans in a preliminary state and utilize
knowledge of the Building Code to ascertain compliance. - Ability to examine and recommend changes to plans.
- Ability to communicate clearly and effectively.
- Ability to interpret the purpose of various building codes.
- Ability to perform all the physical requirements of the position, with
or without accommodations. - Working conditions are both inside and outside with exposure to
temperature extremes.
