Job Summary

Under general direction, directs and coordinates the activities of the internal general liability claims unit. Provides oversight of claims adjusters' work while offering guidance and advice on claims settlements. Establishes and implements "best practices" standards and procedures for the claim team and ensures compliance through period file review. Working conditions are primarily inside an office environment. Exercises direct supervision.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • Reviews claims of negligence made by third-parties and workers' compensation claims for potential subrogation action for assignment to claims adjusters.
  • Provides direction in the investigation of allegations of negligence made by third-parties who have suffered a tort to determine legal liability.
  • Responds to claimant concerns and/or complaints regarding the handling of claims, including researching and providing claim synopsis and resolution plan to senior management upon the escalation of a claim.
  • Performs periodic review of existing claims to provide adjuster guidance in the handling of a claim.
  • Performs periodic review of existing claims to ensure the reserves are established at amounts to fully fund a claim and ensure any adjustments made are properly documented.
  • Ensures all claims files are properly documented and correct claims coding to the appropriate cost center.
  • Plans, schedules, and supervises the work activities of the general liability claims staff in conformance with "best practices."
  • Assists management in the formulation of the monthly and annual reports including departmental key performance indicators.
  • Develops and monitors performance measures for the general liability claims staff.
  • Assembles data for annual claims audit performed by outside party for compliance with "best practices."
  • Reviews claims loss reports to provide analysis of claims trends and prepares responsive internal training on claim developments.
  • Oversees cost containment and expenses related to all claims files within the Section.
  • Assists management with monitoring case loads and assignments to ensure appropriate and effective case loads.
  • Coordinates with management in for improvement and to cultivate professional development of the claims staff through training, mentoring, and recommending educational opportunities.
  • Reviews and approves daily check register based on supporting documentation in claim file for issuance of claimant and vendor payments.
  • Assists City Attorneys with the handling of litigated claims including active participation in mediation and settlement negotiations.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Five (5) years of increasingly responsible general liabilities claims experience, to include three (3) years of supervisory experience.
  • Texas Property and Casualty Adjuster License, or All-Line or Multi-Lines license.
Preferred Qualifications
  • Active/Current Property and casualty license.
  • Management experience.
  • Technical insurance designations such as Associate in Risk Management (ARM), Associate in Claims (AIC), Senior Claim Law Associate (SCLA) or Chartered Property Casualty Underwriter (CPCU) preferred.
  • Valid Class "C" Texas Driver's License.
Applicant Information
  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities

  • Knowledge of insurance coverage and concepts including but not limited to coverage for property, workers' compensation, casualty, automobile, and other insurable risk.
  • Knowledge of insurance principles and concepts.
  • Knowledge of general negligence principles and governmental immunity, in particular the Texas Tort Claims Act.
  • Knowledge of public entity claims handling on multiple lines of business.
  • Skilled in working with various Risk Management Information Systems to document claim activity and maintenance of a claim diary system.
  • Ability to operate a computer keyboard and other basic office equipment.
  • Ability to represent the City through strong and effective negotiations while maintaining the City's high customer service standard.
  • Ability to analyze a proof of loss and/or property appraisal.
  • Ability to maintain a high level of accuracy and provide follow- through on projects.
  • Ability to maintain confidential information and work independently and as a team.
  • Ability to manage and motivate claim staff to achieve overall success with risk management objectives.
  • Skill in utilizing personal computers and associated MS Windows- based software applications (e.g. Word, Excel) and federal/state designed programs in the completion of assignments.
  • Ability to maintain and submit accurate records within the required time periods.
  • Ability to communicate clearly and effectively.
  • Ability to estimate time and materials needed for projects.
  • Ability to perform all the physical requirements of the position.
