Under general direction, is responsible for managing the performance of staff in work involving the coordination of complex construction projects or activities that require specialized knowledge. Conducts research, provides data, make recommendations, and implements solutions to achieve project goals and objectives. Serves as project coordinator or team leader on assigned projects as assigned by the Program Management Team. May exercise functional supervision over assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status, and can be terminated at any time for any reason.

- Manages and coordinates projects and activities between members of the Project Management Team, various departments, public agencies, and/or private sector representatives.
- Develops methods, procedures, and quality objectives including metrics for assessing progress; Coordinates and prepares reports and correspondence in response to requests for information from Executive Leadership, prepares City Council agenda material such as ordinance memorandums and presentations.
- Coordination between Internal and external stakeholders to develop the planning, consolidation and deconfliction of five year Infrastructure Management Plan.
- Monitors project milestones and critical dates to identify potential risk to project schedule; identifies ways to resolve schedule issues; Prepares and delivers presentations to Project Management Team, and Department Directors.
- Implements management solutions to address new or ongoing challenges faced by the City; provides constructive feedback as it pertains to project performance.
- Plans, directs and coordinates through subordinate level staff department work plans and schedules; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility.
- Interviews, selects, motivates, evaluates, and, supervises staff, works with employees to correct deficiencies; and assists in implementing corrective action and if necessary, counsels personnel according to established COSA policies, procedures, and guidelines.
- Serves as department representative at conferences and meetings; Conducts project kickoff meetings; communicates individual roles and project expectations; ensures all project team members have the tools and training required to perform effectively.
- Provides work direction and leadership to assigned projects, including scheduling, assignment of work, and review of project efforts.
- Assesses variances from the project plans; gathers metrics, and develops and implements changes as necessary to ensure that the project remains within specified scope and is within time, cost, and quality objectives.
- Conducts formal quality assurance reviews with business sponsor during and upon project completion to confirm acceptance and satisfaction.
- Performs related duties and fulfills responsibilities as required.
Job Requirements

- Bachelor's Degree from an accredited college or university.
- Four (4) years of progressively responsible work experience in managing projects.
- Project Management Professional Certification (PMP).
Preferred Qualifications- Experience with City of San Antonio 5-year Infrastructure Management Program (IMP).
- Experience working with or for public agencies and their Street Maintenance Program (SMP).
- Ability to lead a team to achieve Department objectives while taking initiative to grow and develop staff.
- Experience in Project coordination (utility, external/internal organization) as it related to a Street Rehabilitation Program,

- Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
