Job Summary

Under general direction, is responsible for performing complex planning and supervisory work, responsible for the supervision of a section within the City's Neighborhood & Housing Services Department. Responsibilities include the development of recommendations on planning and zoning issues, staffing of boards and committees. Working conditions are primarily in an office environment. May exercise direct supervision over assigned staff.

This position is a "grant funded" position, therefore unclassified and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.


Work Location
City Tower, 100 W. Houston Street, San Antonio, Texas (78205); Some remote work may be available depending on projects and business needs.

Work Hours
7:45 - 4:30 p.m., Monday - Friday

Essential Job Functions

  • Conducts special studies on projects such as land use and zoning plans.
  • Conducts updates to the City's Comprehensive Plan and various components of the plan.
  • Prepares written reports and makes presentations at public and community meetings and boards and commissions.
  • Provides technical support to boards, commissions, and committees.
  • Supervises, trains, and evaluates assigned staff members.
  • Oversees the preparation and reproduction of publications issued by the Department.
  • Makes recommendations to other City Departments.
  • Responds to requests for information from management, officials, and the public.
  • Plans, organizes, and conducts community meetings.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Two (2) years increasingly responsible urban planning experience to include one (1) year of supervisory or lead work experience.
Preferred Qualifications
  • Spanish language preferred.
  • Experience using Geographic Information Systems (GIS) to produce maps and manage and analyze spatial data.
  • Knowledge of affordable housing development, policy, land use, urban planning or other related field.
Applicant Information
  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities

  • Knowledge of principles and practices used in all phases of urban planning.
  • Knowledge of zoning regulations and procedures.
  • Knowledge of Federal, State and local laws, regulations and ordinances pertaining to planning and zoning.
  • Knowledge of engineering, surveying and drafting concepts and principles.
  • Skill in utilizing a personal computer and associated software programs.
  • Ability to operate a computer keyboard and other basic office equipment.
  • Ability to supervise, train, and evaluate assigned staff.
  • Ability to communicate clearly and effectively.
  • Ability to establish and maintain effective working relationships with co-workers, management and the public.
  • Ability to develop complex written reports and make presentations.
  • Ability to analyze complex data and develop recommendations.
