Job Summary

Under general supervision, is responsible for overseeing and managing the day-to-day operations of the court security division to ensure the safety and efficiency of judicial proceedings. This role includes planning, directing, and leading security-related activities while enforcing courtroom protocols. Handles administrative tasks, such as overseeing employee time sheets; determines needs for equipment and/or staffing and serves as a court bailiff. Exercises functional supervision over assigned staff.

Essential Job Functions

  • Assists in the hiring and training of bailiffs, ensuring they meet court standards. Provides input to Municipal Court Manager in reference to performance evaluations, and disciplinary actions as necessary while fostering a professional and efficient work environment.
  • Develops and maintains a comprehensive security rotation for bailiffs, ensuring adequate courtroom coverage and compliance with judicial proceedings.
  • Organizes ongoing training sessions to keep staff informed of updates in laws, courtroom procedures, and best practices in security and law enforcement.
  • Compiles detailed reports regarding security breaches, disturbances, or any critical incidents, ensuring timely submission to department leadership for review and action.
  • Oversees the issuance and maintenance of uniforms, radios, weapons, and other security-related equipment, keeping inventory organized and ensuring all tools are in proper working order.
  • Works closely with judges, carrying out directives to maintain order, enforce courtroom rules, and address any immediate concerns that arise during proceedings.
  • Ensures smooth courtroom operations by coordinating seating arrangements, securing entrances and exits, and preparing the space for trials, hearings, and arraignments.
  • Manages jury selection logistics, including arranging jury panels, distributing summonses, and ensuring jurors understand their responsibilities throughout court proceedings.
  • Acts as a liaison between the court, law enforcement, and the public, providing clear and concise information while maintaining courtroom integrity.
  • Implements protective measures to safeguard the judge, legal personnel, defendants, and spectators, responding promptly to any security threats, which includes occasional lifting and carrying of 50 pounds to restrain individuals.
  • Reviews National Crime Information Center, Texas Crime Information Center, Texas Department of Public Safety (NCIC/TCIC/DPS) databases for criminal histories, warrant records, and driving records.
  • Updates NCIC/TCIC databases with warrant records and conviction records reported to DPS.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • High school diploma or GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency).
  • Four (4) years of court room or law enforcement experience.
  • Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.
  • Valid Texas Criminal Information Center and National Criminal Information Center (TCIC/NCIC) Certification within one (1) year of employment and re-certification annually.
  • Must maintain Texas Law Enforcement Telecommunication System Access (TLETS) eligibility for continued employment in position (TLETS provides access to TCIC and NCIC).
  • Must have a Valid Radiation Safety Officer (RSO) Certification or become certified within twelve (12) months of employment.

Applicant Information

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities

  • Knowledge of courtroom operations, including scheduling, trial process, jury selection, and the roles of various court personnel.
  • Knowledge of Code of Criminal Procedures with regard to laws governing Class "C" misdemeanors, including familiarity with legal statutes and procedural requirements.
  • Knowledge of City Codes and Building and Fire Codes concerning building safety, fire prevention, and public occupancy rules.
  • Skill in utilizing a personal computer and associated software programs for case management, legal documentation, scheduling, and communication.
  • Ability to interpret court judgments, translating complex rulings into actionable procedures for court staff, law enforcement, and involved parties.
  • Ability to understand and communicate legal terminology enabling accurate and effective communication with judges, attorneys, law enforcement, and the public.
  • Ability to operate a CRT system for managing cases, accessing records, and processing legal data.
  • Ability to establish and maintain effective working relationships with co-workers, supervisors, and the general public.
  • Ability to communicate clearly and effectively, both verbally and in writing.
  • Ability to perform all the essential functions of the position, with or without accommodations.
