Job Summary

Under general direction, is responsible for operational flow and situational awareness of the San Antonio International Airport Integrated Control Center (AICC). Oversees and manages information that impacts 'day-of' operations for airside, landside, and terminals. Exercises direct communication with AICC dispatchers and Divisional representatives. Working conditions are primarily inside an office environment. Exercises direct supervision.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • Plans, implements, and administers goals, objectives, policies, and procedures for the AICC.
  • Maintains overall situational awareness regarding the airport operation, identifies areas of concern that may impact airport operational flow and ensures interruptions to operations are mitigated as quickly and safely as possible.
  • Acts as the airport's representative in a Unified Command or as Incident Commander during emergency response situations.
  • Exercises critical thinking in the execution of daily responsibilities.
  • Oversees and coordinates airport airside, landside, and terminal operations.
  • Ensures that 'day-of' operational flow is managed through standard operating procedures and published policy.
  • Ensures the airport operates safely and efficiently.
  • Recruits, trains, and supervises personnel.
  • Ensures AICC discipline through standard operating procedures.
  • Manages and mitigates irregular operations.
  • Collaborates with Divisional representatives to ensure effective decisions.
  • Ensures accurate and timely information with stakeholders directly or through Telecommunicators.
  • Escalates decisions to a higher authority when necessary.
  • Facilitates daily 'stand-up' calls and briefings.
  • Ensures effective pass-on information to oncoming shift.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Five (5) years of professional experience in the operations of commercial service airports, airport security, or related experience, including three (3) years of supervisory experience.
  • Valid Class "C" Texas Driver's License.
  • Must pass a Transportation Security Administration (TSA) Security Threat Assessment (STA) and a Criminal History Records Check (CHRC) upon employment.
  • Must maintain federally mandated security clearance required to work at an airport at all times.
  • Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.

  • Control center experience.

Applicant Information
  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Knowledge of Federal, State, and local regulations pertinent to Airport Management.
  • Knowledge of FAA and TSA policies and regulations pertaining to the operation of airport and their security and access.
  • Knowledge of airport airside, landside, and terminal operations.
  • Knowledge of Safety Management System Principles and risk management methodologies.
  • Knowledge of Airport emergency procedures and practices.
  • Knowledge of Airport maintenance requirements and of necessary supplies, materials, and equipment.
  • Knowledge of principles of supervision, training, and performance evaluation.
  • Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
  • Knowledge of emergency incident management practices and procedures to include those prescribed under the National Incident Management System.
  • Knowledge of Microsoft Office (Word, Outlook, PowerPoint, and Excel), and various office equipment.
  • Ability to analyze and effectively report upon complex operating conditions and problems and to recommend or initiate appropriate solutions.
  • Ability to organize, direct, and implement plans and programs.
  • Ability to plan, assign, and direct the work of subordinates.
  • Ability to make varied arithmetic computations and tabulations rapidly and accurately.
  • Ability to create and use computer spreadsheets and graphical presentations.
  • Ability to present facts clearly and effectively, both verbally and in writing.
  • Ability to access and analyze project risks and exposures; identify options and alternatives, make decisions, and implement corrective actions.
  • Ability to establish and maintain effective working relationships with co-workers, City Management and their staff, outside regulatory agencies, vendors and contract service providers, and the general public.

  • Ability to perform all the physical, intellectual, and analytical requirements of the position including decision making.
