Job Summary

Under administrative direction, is responsible for overseeing and providing leadership to the purchasing, acquisitions, and asset management of the Vehicle Replacement Program. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • Oversees the approval of requisitions by Fleet; coordinates and processes requisitions through Purchasing.
  • Oversees the preparation of requisitions for compliance with Fleet and Purchasing policies and procedures.
  • Oversees the preparation of the agenda items for Council Action, and coordinates with Purchasing, Fleet, and other appropriate departments.
  • Reviews, updates, and prepares annual contracts in coordination with parts personnel. Establishes and maintains an annual purchasing plan and schedules.
  • Supervises the preparation of the Vehicle and Equipment Replacement Program.
  • Oversees compliance of Vehicle Replacement Program rules and procedures.
  • Prepares recommendations for requests for upgrades to vehicles and equipment.
  • Oversees development lease rates for new vehicles and equipment; reviews and approves any and all add-ons to vehicles and equipment.
  • Oversees the preparation of technical specifications for vehicles and equipment.
  • Provides direction and oversight for all new purchases and the disposition of property according to set departmental rules and guidelines.
  • Oversees the title and licensing process for all vehicles and equipment.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Five (5) years of progressively responsible experience in managing the acquisition and purchasing of vehicles and equipment.
  • Valid Class "C" Texas Driver's License.
Preferred Qualifications
  • Relevant experience in equipment procurement, managing vendors, or contracts.
  • Technical knowledge of vehicle and equipment product lines.
  • Previous experience in procuring materials or equipment for municipalities.
Applicant Information
  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities

  • Knowledge of SAP and FASTER software programs to monitor requisitions.<
  • Knowledge of contract compliance and procurement law.
  • Knowledge of equipment renewal and replacement fund parameters.
  • Knowledge of Council Action, RFCA, REP, and RFQ procedures.
  • Knowledge of City, State, and Federal guidelines is required to ensure compliance.
  • Knowledge and ability to prepare Vehicle and Equipment requests for upgrades.
  • Knowledge of current City lease rates.
  • Knowledge and ability to prepare technical specifications for vehicles and equipment.
  • Knowledge of City Vehicle Disposition process and ability to utilize FASTER software program.
  • Skill in utilizing a computer and basic office equipment.
  • Ability to perform all the physical requirements of the position, with or without accommodations.
