Job Summary

Under general direction, is responsible for performing administrative and supervisory level work planning, organizing, directing, and coordinating the activities of financial reporting for governmental and proprietary, accounting activities within the Finance Department. Working conditions are in an office environment. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • Oversees and directs the day-to-day workflow distribution among staff and timely and accurate monthly financial reports for Executive Management.
  • Ensures timely and accurate preparation of the City's Annual Comprehensive Financial Report and Single Audit Report to ensure Service Level Agreements are met and section is in compliance with department goals and objectives.
  • Develops, reviews and maintains Financial Reporting policies and procedures.
  • Monitors for effectiveness, provides guidance and ensures compliance with department policies, procedures and service level agreements.
  • Develops and recommends appropriate policy and process changes throughout the City to ensure compliance with Generally Accepted Accounting Principles.
  • Monitors monthly performance of revenues and expenditures to ensure compliance with adopted annual budget and departmental budgetary appropriations.
  • Provides detailed account analysis and information including comparatives to budget.
  • Prepares annual, quarterly, and monthly federal and state filings.
  • Acts as a resource to and liaison between division and various departments within COSA as well as external contacts by providing high-level accounting expertise, support and guidance in order to resolve complex issues, as well as, daily accounting issues.
  • Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.
  • Communicates through various methods with staff, City departments and external contacts operating basic office equipment.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Five (5) years increasingly responsible experience in accounting, including three (3) years of supervisory or lead work experience.
Preferred Qualifications
  • Certified Public Accountant (CPA)

One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities

  • Knowledge of governmental accounting, auditing, and financial reporting.
  • Knowledge of Generally Accepted Accounting Principles.
  • Knowledge of preparation of Comprehensive Annual Financial Reporting and Single Audit Report.
  • Knowledge of automated procurement systems, knowledge of banking and cash management, and municipal bond financing.
  • Ability to perform all the physical requirements of the position with or without accommodations.
