Job Summary

Under direction, is responsible for performing professional work as part of a project team preparing and disseminating information to citizens, businesses, and City officials on upcoming or current capital improvement projects. Exercises no supervision.

Work Hours
7:45 a.m. - 4:30 p.m., Monday - Friday

Essential Job Functions

  • Conducts research, gathers information, and maintains an efficient system of immediately available data.
  • Serves as a liaison for citizens, businesses, and construction company representatives to inform and facilitate solutions to problems.
  • Prepares and distributes flyers to citizens and businesses who will be impacted by project construction.
  • Attends all project related meetings such as Pre-Bid Pre-Construction and design team meetings.
  • Responds to citizen complaints and inquiries concerning capital projects.
  • Facilitates the design and installation of project signs.
  • Plans and prepares press releases and public service announcements.
  • Visits construction sites on a regular basis to monitor project progress.
  • Reviews contracts and construction schedules as they relate to phasing and the progress of the project.
  • Prepares detailed written reports on regular basis.
  • Compiles and maintains project information and data, including current project status and construction design.
  • Researches and recommends solutions to project related problems that may cause citizen inconvenience.
  • Plans, prepares, and conducts community meetings held during and after regular work hours.
  • Provides easily accessible information for use by the City Manager, City Council, or other interested parties through the use of electronic data processing equipment.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Three (3) years of capital projects or construction related experience.
  • One (1) year of experience in public relations.
  • Valid Class 'C' Texas Driver's License.
Preferred Qualifications
  • Knowledge of construction project engineering practices, methods, and procedures;
  • Knowledge of construction material, installation processes with respect to municipal concrete and asphalt roadwork;
  • Skill & experience with construction management;
  • Skilled in communications with stakeholders, users, and residents.
Applicant Information
  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Knowledge of public relations techniques and procedures.
  • Knowledge of various mediums used to dispense information to the public.
  • Knowledge of basic construction procedures, techniques, and terminology.
  • Knowledge of basic engineering design.
  • Knowledge of automated information system usage, including structuring of formats and input procedures.
  • Ability to operate a computer keyboard and other basic office equipment.
  • Ability to communicate clearly and effectively.
  • Ability to plan, prepare, and conduct presentations to large and small groups.
  • Ability to negotiate solutions to sensitive problems.
  • Ability to establish and maintain effective working relationships with City staff and the general public.
  • Ability to perform all the essential functions of the position, with or without accommodations.
  • Ability to work primarily in an office environment.
