Compliance Analyst (Early Head Start) - Grant Funded

Job Summary
Under general supervision, assists in planning, organizing, directing, investigating and assessing contract compliance as part of the Early Head Start Quality Assurance monitoring team. Provides assistance in performing project steps and procedures to establish and maintain contract and/or grant compliance by both the City and the contractor or grantor. Assist in verification of compliance with Contract/Grant Administration Plans. Working conditions are primarily inside an office environment with occasional outside working conditions. This position requires work schedule flexibility as required to perform compliance monitoring.
This position is a "grant funded" position, therefore unclassified and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

7:45 a.m. - 4:30 p.m., Monday - Friday. May require some weekends and evenings based on business needs.Essential Job Functions

- Performs review procedures as assigned to include identifying and defining issues; developing criteria; collecting, reviewing, analyzing, and verifying evidence.
- Prepares working papers to document compliance steps performed and results.
- Conducts monthly presentations to the Head Stat Policy Council and Community Action advisory Board on the EHS Quality Assurance reports.
- Ensures compliance with Fiscal requirements associated with contracts and/or grants.
- Researches and analyzes updates to Federal and State laws, and other governing directives, policies and procedures pertaining to contracts and grants being reviewed.
- Participates in conferences and meetings for assigned grants and contracts.
- Conducts off-site compliance reviews.
- Provides technical assistance and direction regarding compliance.
- Uses a variety of methods to communicate at meetings, investigating and during traveling/visiting contract sites, reviewing and assisting with compliance verifications using office equipment.
- Performs related duties and responsibilities as required.
Job Requirements

- Bachelor's Degree from an accredited college or university.
- One (1) year contract, audit or accounting experience.
- Valid Class "C" Texas Driver's License.
- Bachelor’s Degree from an accredited college or university with major coursework in early childhood development, education, or social science field.
- Knowledge of Head Start or Early Head Start.
- Knowledge of Federal and State rules and regulations pertaining to Head Start or Early Head Start and other grant funded programs.
- Knowledge of the State of Texas Child Care Regulation Minimum Standards.
- Knowledge of the State of Texas methods for reporting suspected or known child abuse and neglect.
- Experience working in an early childhood setting.
- Experience working in a Head Start, Early Head Start, or Early Head Start – Child Care Partnership Program.
- Skilled in compliance and monitoring of federally funded programs.
Applicant Information
- Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

- Knowledge of Federal, State and local laws, ordinances, policies, procedures and regulations pertaining to government grants and contracts.
- Knowledge of contract compliance procedures and techniques for both manual and automated environments.
- Knowledge and ability of computer accounting and record keeping and reporting systems.
- Ability to read and understand grant and contract data, documents, and reports.
- Ability to work independently and concurrently perform multiple compliance projects.
- Ability to communicate clearly and effectively.
- Ability to establish and maintain effective working relationships with co-workers, City management and staff, contract service providers, taxpayers and the public.
- Ability to maintain confidentiality of information, integrity and professionalism.
