Job Summary

Under general direction, is responsible for performing highly analytical work involving organizational structure review, staff planning, operations research, systems research, and related work reviewing methods, procedures, policies, department functions, and internal relationships. Exercises functional supervision over project-related staff.

Essential Job Functions

  • Plans, analyzes, and drafts recommended organizational planning to improve the effective utilization of human and other organizational resources.
  • Analyzes policies, practices, systems, procedures, workload standards, and organizational structures.
  • Reviews complex operational, organizational, and resource problems and consults with and develops recommendation for leadership and management consideration.
  • Evaluates staffing requests and recommends staffing levels to ensure the efficient and effective utilization of human resources.
  • Creates materials for and participates in workshops discussing study findings and recommendations.
  • Works with City departments to ensure proposed and planned projects are supportable and maintainable.
  • Reviews and confirms related financial and risk management information, including cost-benefit analysis.
  • Develops and maintains contacts with other organizations and consultants to obtain and exchange organizational and human resources information.
  • Seeks out and reviews formal literature on organizational planning to adapt new ideas for the City.
  • Oversees coordination between the management team members and between
    departments throughout the duration of the project.
  • Prepares and delivers presentations to City Manager, executive leadership team, and department directors.
  • Manages the performance of professional staff in work involving organizational structure review, operations research, and related work reviewing departments, divisions, and programs.
  • Consults with and advises departments on complex operational, organizational, and resource problems.
  • Prepares comprehensive recommendations aimed at resolution of organization, management, and employee utilization problems and/or opportunities.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's degree from an accredited college or university with a concentration in Business Administration, Public Administration, Information Science, or a related field
  • Five (5) years of professional experience in organizational performance review, human resources planning, project management, or statistical analysis, preferably in municipal government.
Preferred Qualifications
  • Master's degree from an accredited college or university
  • Valid Class "C" Texas Driver's License

One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
