Job Summary
Under general supervision, is responsible for providing information on recycling initiatives to the general public. Administrative duties include performing operational investigations, technical work securing data necessary to verify appropriate customer billing categories and ensures all customer information is submitted for billing of services rendered. Working conditions are inside an office environment and in a vehicle with frequent visits to outdoor sites and exposure to temperature extremes. Exercises no supervision.

- Assists in developing, evaluating, and promoting recycling programs.
- Educates residents on waste reduction techniques and current recycling initiatives.
- Procures customer billing reports from department's fiscal section.
- Verifies appropriate billing categories.
- Performs field audits, occasionally lifting and carrying bins weighing up to 40 pounds to ensure billing accuracy.
- Authorizes and submits account changes to fiscal section for proper billing.
- Monitors and notates quality of service delivery in contracted areas.
- Conducts time and motion studies on field crews for route evaluations; makes recommendations for improvement.
- Researches data which may affect billing for services rendered.
- Develops and maintains strong working relationships with San Antonio residents by acting as the field point of contact in resolving customer billing issues.
- Inputs and analyzes data from a computer database.
- Maintains records and maps.
- Monitors route production benchmarks.
- Performs related duties and fulfills responsibilities as required.
Job Requirements

- High school diploma or GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency).
- Two (2) years of general office, administrative, customer service, or billing experience.
- Valid Class "C" Texas Driver's License.
- Knowledge of route auditing, service verification, and billing accuracy processes and providing feedback.
- Experience with reviewing, analyzing and reconciling route data, billing records, and service discrepancies.
- Experience interpreting route sheets, service maps, and route management systems to ensure compliance and accuracy.
- Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
