Job Summary

Under administrative direction, is responsible for leading and overseeing the heavy equipment mechanic services of the Solid Waste Management Department. Exercises direct supervision over Heavy Equipment Managers and assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Work Schedule
7:45 AM - 4:30 PM Monday - Friday; with the ability to work outside of normal hours, including weekends and emergencies/disasters

Essential Job Functions

  • Oversees the administration of th leasing, maintenance, and repair of the City's vehicle fleet.
  • Ensures contract compliance for all heavy equipment functions of the department.
  • Plans, organizes, and coordinates organizational operations of assigned truck centers and shops to improve the effective utilization of organizational resources.
  • Analyzes policies, practices, systems, procedures, workload standards, and organizational structures related to fleet repairs.
  • Consults with and advises management at all levels on complex operational, organizational, and resource problems.
  • Prepares comprehensive recommendations aimed at resolution of organization, management, and employee utilization problems and/ or opportunities.
  • Proposes future organizational configurations to meet the business strategic goals of the City.
  • Assist the Director's office on special projects, as requested.
  • Recommends innovative management strategies and complex departmental plans.
  • Inspects business processes, rate structures, and service delivery methods for cost recovery and revenue enhancement.
  • Develops and evaluates performance indicators and management reporting systems.
  • Identifies, monitors, and evaluates public and private sector innovations and service delivery breakthroughs.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university
  • Five (5) years of managerial and technical experience in solid waste management, heavy equipment mechanics, or fleet operations
Preferred Qualifications
  • 8-12 years of progressively responsible experience in large-scale heavy-duty fleet management
  • Experience specifying, procuring, or maintaining heavy equipment
  • Experience with Computerized Maintenance Management Systems (CMMS), Fleet software, or telematics
  • Experience with contract development, negotiation, and compliance
  • Experience handling employee relations, including discipline and performance management
  • Ability to work extended hours as needed, including responding to after-hours operational needs and emergencies/disasters

Applicant Information
  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
