Job Summary

Under general direction, is responsible for performing administrative and supervisory work planning and directing the activities for the collection and disposal of residential waste recycling, organics, and brush special programs within the Solid Waste Management Department. Assists in the direction, administration, personnel management, budget preparation, management, goal setting, and policy administration for assigned programs. Involves extensive public contact, including contact with federal, state, and local environmental health agencies. Working conditions are in an office or field work environment including frequent exposure to temperature extremes. This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • Assists in managing the daily operations of the assigned service area or special programs.
  • Plans, directs, schedules and assigns the work of collection crews, equipment operators and laborers through subordinate supervisors, including reviewing crew quarters, work records, equipment, field conditions and workload.
  • Develops long-term plans and programs for the assigned district area.
  • Inspects garbage, recycling, and organics collection routes and landfills to ensure compliance with all State and Federal rules and regulations.
  • Responds to complaints from citizens.
  • Recruits, trains, supervises and evaluates performance of personnel.
  • Develops programs and practices to improve safety, including conducting employee safety training programs.
  • Coordinates the planning, organizing, and implementation of operational activities to improve customer satisfaction and ensure customer compliance with program requirements, including reducing contamination of recycling and organics.
  • Coordinates with other departments, districts, and outside agencies on various projects.
  • Assists in monitoring the budget for the assigned service area.
  • Prepares reports and correspondence.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Two (2) years of increasingly responsible supervisory experience and/or technical experience in solid waste management, recycling, brush collection, automated garbage collection, or public works administration.
  • Valid Class "C" Texas Driver's License.
Applicant Information
  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Skill in supervision, training, and personnel management.
  • Skill in utilizing a computer keyboard and other basic office equipment.
  • Ability to communicate clearly and effectively.
  • Ability to establish and maintain effective working relationships with subordinates and the general public.
  • Ability to perform all the physical requirements of the position, with or without accommodations.
