Job Summary

Under general supervision, is responsible for overseeing the accurate and timely processing, receipt and deposit of City funds. Works with the general public to resolve delinquencies and assists with payment arrangements.
Working conditions are primarily inside an office environment. Exercises functional supervision over assigned staff.

Work Hours
Monday-Friday 7:45 a.m. - 4:30 p.m.

Essential Job Functions

  • Assists in providing guidance, training, assigning, monitoring, and reviewing the activities of employees responsible for collection, processing and receipt of City payments.
  • Implements, interprets and applies City-wide and departmental cash handling policy and procedures and ensures compliance with departmental collections guidelines and procedures.
  • Reviews accounts receivable aging reports to analyze trends and prepares appropriate collection actions according to departmental procedures.
  • Reviews and approves special payment arrangements.
  • Informs management of defaults of payment.
  • Performs journal entries as required.
  • Provides customer service on incoming and outgoing telephone calls as necessary.
  • Researches complex payments for proper application.
  • Maintains petty cash journal/fund.
  • Balances cashiers and prepares end of day deposits.
  • Ensures adequate quantities of cash handling supplies and materials are on hand.
  • Performs related duties and fulfills other responsibilities as required.

Job Requirements

  • High school diploma or GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency).
  • Three (3) years of experience in account management or collections.

Applicant Information

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Knowledge of basic accounting procedures.
  • Skill in operating a calculator or ten key adding machine.
  • Skill in operating a personal computer and utilizing rudimentary software.
  • Ability to operate a computer keyboard and other basic office equipment.
  • Ability to interpret financial data.
  • Ability to communicate effectively with hostile or abusive individuals.
  • Ability to develop and present clear and concise written reports.
  • Ability to analyze and evaluate accounting problems.
  • Ability to maintain sensitive financial records.
  • Ability to analyze problems, recommend solutions and exercise good judgment.
  • Ability to establish and maintain effective working relationships with City staff, attorneys, judges and the general public.
