Job Summary

Under general direction, is responsible for performing professional level work in the administration and management of grant funds. This primarily involves the procurement, financial management, budgeting, and fiscal control of Federal, State, and/or local funds received by the City of San Antonio. Working conditions are primarily inside an office environment. May exercise functional supervision over assigned staff.

Essential Job Functions

  • Pursues the continuous award of grant funds from traditional Federal, State, and private entities, including FAA and USDOT programs relevant to airport capital improvement.
  • Maintains audit-ready grant records and tracks key milestone dates across all active, pending, and closed grants.
  • Initiates research to acquire additional funding for special departmental initiatives, as determined by City Council.
  • May develop, administer, and coordinate Request for Proposals (RFP's) and monitor subsequent contracts for consultants specializing in grants procurement and administration.
  • Establishes fiscal procedures for the implementation of new grants received by a department.
  • Directs the collection of revenues from the granting sources and administers contracts associated with these revenues.
  • May direct activities of administrative and professional employees in order to maintain necessary accounting records, cash flow, cost accounting information, and preparation of financial statements for grant funds received by the department.
  • Directs the preparation of individual, departmental, and program consolidated balance sheets to reflect revenues, liabilities, and remaining grant balances for specified grant accounting periods and prepares financial status summary and close-out reports to the grantor agencies.
  • Coordinates with City, State, and Federal Financial Managers to ensure compliance with fiscal procedures and to minimize audit exceptions and any disallowed costs that warrant pay-back by the City and the subcontractors.
  • Performs cash flow analysis of projects and makes recommendations to Director to solve problems.
  • Oversees the audit of request for payments submitted by subcontracting units.
  • May review and monitor grant-fund related ordinances submitted by the department to the City Council for approval.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Five (5) years of increasingly responsible experience in grant administration, including grant writing, and grant monitoring, or a related field.
  • Must maintain federally mandated security clearance required to work at an airport at all times.
  • Must pass a Transportation Security Administration (TSA) Security Threat Assessment and a Criminal History Records Check upon employment.
Preferred Qualifications
  • Experience with federal transportation or aviation grant programs (e.g., FAA AIP, USDOT discretionary programs) is strongly preferred.
  • Ability to coordinate effectively across multiple internal teams and with external granting agencies simultaneously.
  • Ability to track and manage multiple concurrent grant awards, ensuring key milestones and compliance obligations are met.
Applicant Information
  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities

  • Knowledge of funding sources available to local governments through the Federal and State governments, private sectors, and foundations.
  • Knowledge of governmental accounting and budgeting procedures as they pertain to Federal Grants.
  • Knowledge of Federal and State rules and regulations pertaining to the utilization of funds and procurement regulations and procedures.
  • Skill in utilizing a personal computer and associated software programs.
  • Ability to operate a computer keyboard and other basic office equipment.
  • Ability to perform extensive research in the acquisition of grant funds.
  • Ability to develop RFP proposals and negotiate performance-based contracts.
  • Ability to analyze, interpret, and prepare accurate and complete financial statements and reports.
  • Ability to communicate clearly and effectively.
