Job Summary
Under administrative direction, is responsible for the management of the on street, off street parking and parking enforcement operations of the City of San Antonio. Provides leadership in the planning, development, and implementation of various parking management programs. Provides direction in all aspects of the division including the maintenance, enforcement, financial, meters, and operations areas. Serves as a liaison with public and business community on parking matters. Working conditions are primarily in an office environment. Exercises direct supervision over assigned staff.

- Performs financial feasibility studies for prospective City parking garages.
- Reviews major functions and activities within the Parking Division and makes appropriate changes to improve efficiency.
- Coordinates the operations of the division with other City departments and operations such as Police, Municipal Courts, and Convention Facilities.
- Develops and directs the formulation of parking policies for on street parking and off street parking enforcement.
- Recommends state law changes whenever in the best interest of the City.
- Assures all tenants and other parties comply with their contractual agreements and obligations.
- Develops and implements short and long range plans for the development of potential parking policies and programs.
- Makes presentations to business and citizen groups.
- Coordinates with incoming conventions, and other major events to satisfy parking needs.
- Formulates and administers the divisions annual operating budget.
- Negotiates lease agreements for retail space or parking contracts.
- Performs financial feasibility studies and recommends rate changes.
- Monitors safety program to assure effectiveness and compliance.
- Confers with management to recommend changes in parking rates.
- Monitors the performance of subordinates.
- Provides and/or facilitates the training of employees.
- Monitors the daily issuance of parking citations for parking violations.
- Oversees the collection of parking revenues.
- Negotiates parking contracts and lease agreements.
- Performs related duties and fulfills responsibilities as required.
Job Requirements

- Bachelor's Degree from an accredited college or university with preferable coursework in Transportation Planning, Business Administration, Public Administration, Finance, or a related field
- Five (5) years of experience in municipal government or parking facility management and administration
- Valid Class "C" Texas Driver's License.
- Experience in development of policies and procedures for parking or other enforcement type organizations.
- Experience with enforcement technology and equipment to include hand held devices, safety equipment and enforcement operations software.
Applicant Information
- Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
