Job Summary
Under administrative direction, is responsible for developing, implementing, and providing training for citywide contract management standards, planning, solicitation processes, contract monitoring and compliance practices, and strategies to streamline contract negotiations and approval processes, along with developing a program for conducting contract compliance reviews, in accordance with generally accepted and governmental auditing procedures, practices, and standards. Working conditions are primarily inside an office environment. Exercises direct supervision over assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Work Hours
7:45 a.m. - 4:30 p.m., Monday - Friday; To include occasional nights and weekends.Essential Job Functions

- Establishes, implements, and updates citywide business contract management standards for contract planning and solicitation.
- Establishes and implements citywide contract administration and monitoring practices and procedures.
- Establishes and implements citywide contract compliance practices and procedures.
- Establishes and implements a comprehensive training program for contracting staff in the organization.
- Manages and approves the development of various technological tools and systems related to contract management.
- Identifies and implements new and required changes to existing generally accepted accounting principles, generally accepted auditing standards, State and Federal laws, regulations, policies, procedures, grant audit guides, and contract provisions pertaining to programs or activities to be reviewed.
- Reviews and continues oversight of existing policies, procedures and management controls and develops and implements new policies, processes, and procedures to improve citywide contract compliance.
- Manages special compliance reviews, projects, and programs requested by the City Manager's Office and/or Department Directors.
- Develops and oversees implementation of annual compliance work plans and objectives and ensures the compliance of citywide high-risk and other assigned contracts.
- Trains, evaluates, and supervises assigned employees.
- Performs related duties and responsibilities as required.
Job Requirements

- Bachelor's degree, from an accredited college or university.
- Seven (7) years increasingly responsible experience in Contract Management and Compliance, including five (5) years of supervisory experience.

- Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

- Advanced knowledge of contract management standards, planning, solicitation processes, contract monitoring and compliance practices.
- Advanced knowledge of financial management, including capital budgeting, cash flow analysis, sources of financing, debt servicing, and financial forecasting.
- Knowledge of Federal, State, and local laws, ordinances, policies, procedures and regulations pertaining to contracts.
- Knowledge of personnel administration principles and practices.
- Knowledge of budget preparation and maintenance techniques.
- Exceptional ability to lead and understand contract management data, documents, and reports.
- Demonstrated ability to proficiently lead/supervise the work of others.
- Ability to operate a computer keyboard and other basic office equipment.
- Ability to understand and interpret financial and cost accounting data.
- Ability to work independently and perform contact services projects from inception to completion.
- Ability to effectively communicate.
- Ability to establish and maintain effective working relationships with co-workers, City Management and their staff, vendors and contract service providers, taxpayers and the general public.
