Job Summary
Under general direction, is responsible for performing supervisory plan review duties involving enforcement of City's codes and ordinances related to building construction. Exercises direct supervision over assigned staff.

- Supervises overall operation of plan review activity and coordinates work activity of commercial and/or residential plan review staff with other sections. Develops training plans and conducts training programs for Plans Examiners and Field Inspectors.
- Oversees consultation services regarding commercial and/or residential plan review in order to facilitate projects.
- Develops goals and objectives for the section.
- Provides technical expertise and recommendations for code modification request processes and/or provides alternatives for customer's plans to meet the intent of building codes.
- Reviews plans and specifications submitted with applications for building permits for new construction, remodeling, moving or demolition of structures to ensure compliance with building related codes, zoning ordinances, and other related City ordinances.
- Reviews time sensitive and complex plans for building in process of construction alteration or repair for compliance with code requirements.
- Performs daily inspections of work output of Plans Examiners and clerical staff to ensure performance measures are achieved, consistency and quality of plan reviews are maintained, and that staff provides excellent customer service. Performs quality control audits of plan reviews conducted by plans examiners.
- Performs preliminary plan reviews with architects, designers, and engineers on major project in the design stage.
- Meets with the public, architects, engineers, and developers to resolve any problems, answer questions pertaining to City related building codes, and facilitate the development process. Participates in the resolution of the more complex problems relative to code interpretations.
- Maintains accurate records and files in order to properly control the processing of plans and applications and to determine and disseminate requested information.
- Reviews updated codes for adoption and implementation.
- Performs related duties and fulfills responsibilities as required.
Job Requirements

- Bachelor's Degree from an accredited college or university.
- Four (4) years of experience reading and interpreting architectural and engineering plans, blueprints and drawings.
- Valid Class 'C' Texas Driver's License
- Ability to obtain International Code Council (ICC) Certification as follows:
- Within the first six (6) months pass one of the following certifications and obtain a total of three (3) certifications within the first twelve (12) months:
- ICC Building Plans Examiner.
- ICC Electrical Plans Examiner
- ICC Mechanical Plans Examiner.
- ICC Plumbing Plans Examiner.
- ICC Fire Plans Examiner
- Within the first eighteen (18) months: pass the ICC Commercial Energy Plans Examiner or Zoning Inspector.
Applicant Information- Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

- Knowledge of modern construction principles and procedures for the review of construction plans.
- Skill in utilizing a personal computer and utilizing rudimentary software.
- Ability to supervise, train, and evaluate assigned staff.
- Ability to interpret plans and specifications for compliance with building-related and fire protection codes.
- Ability to learn City building-related and fire protection codes and ordinances.
- Ability to communicate clearly and effectively.
- Ability to establish and maintain effective working relationships with City staff and the general public.
- Ability to prepare clear and concise reports.
- Ability to identify and respond to public, City staff, contractors, and architects' inquiries and concerns regarding the City's building related codes.
- Ability to perform all the physical requirements of the position, with or without accommodations.
- Working conditions are primarily inside an office environment with occasional visits to outdoor construction sites including exposure to temperature variations, dust, and building hazards, unfavorable fumes, high noise levels, and damp/wet surfaces.
