Position Summary

The Manager of Reliability & Protocol Compliance oversees and coordinates Operations and Planning ("693”) Reliability Standards and ERCOT Protocols efforts across the organization. Provides leadership and active oversight of the Compliance team professionals. The position is responsible for overseeing the development, implementation and execution of programs, policies, processes, and procedures to assure CPS Energy adheres and effectively demonstrates regulatory compliance. Participates in industry working committees and coordinates with multiple business units (BU) and regulatory bodies, e.g., federal and state.

Tasks and Responsibilities

  • Serves as CPS Energy's primary point of contact with Texas Reliability Entity, North American Electric Reliability Corporation, Federal Energy Regulatory Commission and ERCOT related to reliability standards and protocols.
  • Serves as subject matter expert and quality control advisor to BU personnel on the Reliability Standards and Protocol Compliance Programs
  • Ensure all Reliability Standards and Protocol regulatory compliance obligations are defined, identified and updated, and that accountabilities are established and clearly identified.
  • Responsible for the successful rollout, socialization and administration of compliance programs and ensure compliance risk are identified and remediation action plans are developed. Tasks
  • Confers with key management, subject matter.; experts and BU IT system owners on the development of necessary policies; and assures the dissemination of program policies, plans and procedures.
  • Responsible for leading effective regulatory compliance meetings, audits and investigations in collaboration with BU executives Audit and Legal Services Responsibilities
  • Develops and implements programs, processes and procedures to facilitate compliance with established Reliability Standards. Develops and implements status/performance reports for monitoring successful completion of requirements by established due dates.
  • Develops and implements internal control programs for the Reliability Standards and Protocols and Guidelines.
  • Develop, design, and administer a functional governance structure for regulatory compliance efforts across the enterprise, in collaboration with the Director Reliability and Protocol Compliance .
  • Develop, implement, and execute a corporate Compliance workplan in conjunction with the Director Reliability and Protocol Compliance.
  • Develop, implement, and monitor compliance policies and procedures and compliance related business process improvements with key stakeholders throughout CPS Energy.
  • Leads, mentors, and supports a team of cyber security and operations compliance professionals.
  • Review, conduct, and audit BU compliance self-assessments, and conduct independent corporate compliance assessments
  • Continually improve upon the design of the compliance program based on best practices, benchmarking, peer and industry discussions, and/or lessons learned from compliance events.
  • Manages and monitors compliance remediation activities to ensure mitigation efforts are effective and deadlines are met.
  • Remains current with the Reliability Standards and Protocols and Guidelines.
  • Plans, organizes, and presents NERC compliance information and strategy to all audience levels.
  • Attends key industry forums and events.
  • Promotes a positive safety culture and ensures compliance with all applicable safety policies and procedures.
  • Build and maintain relationships with regulatory agencies, utilities, and utility industry groups.
  • Works with executive management to develop and implement corporate NERC compliance and audit framework.

Minimum Skills

Minimum Knowledge and Abilities

Demonstrated past experience on resume in the following:
Preparing subject matter experts for a regulatory audits
Supporting information technology, information technology or operation technology, e.g. SCADA Systems
Developing and implementing an Internal Controls Program
Drafting programs, processes and procedures related to regulatory requirements
Monitoring regulatory statutes and developing plans to demonstrate compliance
Performing field assessments of compliance procedures
Developing plans to enhance employee skills and knowledge
Exceptional written and oral communication skills.
Effective interpersonal skills can work well alone and in a team.
Exceptional organizational skills and the ability to work on multiple priorities with tight deadlines.
Effective leadership skills

Preferred Qualifications

  • Leadership experience, experience managing others
  • Experience working directly with NERC Reliability and CIP standards and compliance
  • Knowledge of ERCOT Protocols

Minimum Education

Bachelor’s Degree in Engineering, Business Administration, Information Technology, or other approved related field from an accredited university. Years of experience can be substituted in lieu of a degree.

Working Environment

Work is performed both indoors and outdoors. Operating computer, manual dexterity, talking, hearing, and repetitive motion. Use of personal computing equipment, telephone, multi-functioning printer and calculator.
Employee may potentially be exposed to hazardous chemicals, wet or humid conditions, outdoor weather (i.e., heat, cold, rain), noisy and dusty environment.
Ability to travel to and from meetings, training sessions or other business events. After hours work may be required.

Physical Demands

Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.
