The Army Civil Works Program Manager is the principal leader responsible to the Army Programs Director for the growth of the United States Army Corps of Engineers Civil Works program. This role is responsible for leading, developing, implementing, and monitoring effective civil works programs including new business prospects, technical services, staff development, quality, production methods and standards in congruence with established company goals and objectives. Must effectively collaborate with company operational and business group leaders to identify and pursue opportunities. Must be capable of working with a broad spectrum of external stakeholders, partners, and clients to deliver quality products and services. Works in conjunction with the Army Programs Director and Military Programs Manager in establishing and monitoring overall program direction and goals. On occasion, this role may take on a principal level role on project delivery as well as help to manage client and community relations.
Primary Responsibilities
- Leads Army Civil Works Program strategic direction and visioning.
- Achieve sales goals related to Army Civil Works Programs.
- Develop new projects, markets, business classes, project planning, financial information, staffing requirements, marketing materials and other related matters for Army Civil Works Programs.
- Plan, direct, and monitor all aspects of Army Civil Works program execution by overseeing a broad range of disciplines including, but not limited to: capital planning, change management, commissioning/asset onboarding, communications, construction management, cost control/estimating, document management, environmental planning/compliance, engineering, equity, financial support, organizational strengthening, permitting, planning/design management, program governance, procurement, project management, quality management, real estate, regulatory support, risk management, scheduling, strategic planning, sustainability and resiliency.
- Assist in preparing annual budgets and monitor performance of company-wide services supporting the Army Civil Works Programs to achieve defined goals.
- Monitor Army Civil Works Programs direction, growth, technical capabilities, policies and practices, risk management, and adherence to company policies and procedures.
- Work cooperatively with company managers, other business groups, technical and marketing directors on company and business group programs.
- On occasion, may serve as a project principal on highly significant or complex projects/programs. This entails oversight of scope, schedule, budget, resources, and relations.
- Assist with relationships and mutual alignments with various client bases and other partnering organizations to include, but not limited to local, state, and federal governments and affiliated agencies.
- Serve as a company role model in business and community.
- Support business groups and marketing teams with key pursuits including quality assurance.
- Manage key relationships USACE districts, divisions, labs and HQ.
- Closely coordinate with Federal Business Regional Managers and local army program leaders
Preferred/Other Qualifications
- Master’s degree preferred.
- Professional registrations in area of study preferred but not required.
- 20+ years progressive leadership experience in large, complex organizations with 5+ years of demonstrated success at the executive level. Preference given to a consulting background.
- Demonstrated experience in development and management of diverse teams.
- Demonstrated experience in strategic planning and program management.
- Demonstrated experience in the analysis and interpretation of business financial data.
- Experience in formulating policy and developing and implementing new strategies.
- Ability to motivate teams and individuals.
- Travel requirement: 20-40%
- Bachelor's degree in Engineering, Construction Management, Planning, Sciences, Business Administration, or a closely related field
- Program management experience consistent with one of the following requirements:
- A minimum of three (3) years of program management experience in a deputy role to the Program Manager for the delivery of one or more programs, with a cumulative capital value of $200 million or more, or;
- A minimum of five (5) years of program management experience as a Project Manager or Project Controls Manager for the delivery of one or more programs, each with a capital value of $200 million or more, or;
- A minimum of ten (10) years of project management experience as a Project Manager directing a multi-disciplinary team for the delivery of at least two (2) projects, each with a capital value of $50 million or more
- Strong leadership skills with experience building a cohesive team culture and managing team members in various locations.
- Excellent communication skills. Comfortable presenting to client executives and in front of a large audience in a public setting
- Management experience with the implementation of projects or programs using alternative and collaborative delivery methods, including design-build (DB), progressive design-build (PDB), and/or construction management at-risk (CMAR)
- Familiar with the various tools used to manage large programs � PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, dashboard analytics, etc.
