Environmental, Operations and Construction (EOC) operates within HDR’s Federal Business Group, capable of delivering services across all HDR business groups at any location. Our work is performed by our professional staff, scientists and engineers at remote sites, embedded in client office space or our own facilities. EOC delivers quality engineering, environmental, and construction management services at competitive prices.

The Federal Program Management and Construction Management Cost Area is responsible for the growth Non-Design A&E services for HDR in the Federal market. The work we do can generally be described as: Title II, Construction Management Services (CMS), Base Operating Services (BOS)/Program Management, Staff Augmentation, Worldwide Fuel Systems Inspections, Emergency Management Services, Condition Inspections, Project Controls, Development of Program Management Information System (PMIS), Emergency Management Services, and many other similar services. This position specifically focuses on the management of our Base Operating Services and reports to the Fed PMCM Operations Manager with oversight and regular communication with the Area Manager.

In the role of Program Management Services Leader, we'll count on you to:

  • Assume leadership responsibilities for the management of multidisciplinary infrastructure programs (Base Operations Services Contracts) with a high degree of technical complexity and non-technical intricacies. Our Base Operations Services (BOS) service contracts are currently at Keesler Air Force Base, Tinker Air Force Base, the US Air Force Academy, and MARFORRES and have a total staff count around 120
  • Advise clients on the technical, regulatory, financial, and community facets of infrastructure programs, which are all critical to program success
  • Support the Fed PMCM Area Manager, Ops Manager, and BD Manager and the strategic vision
  • Monitor the financial performance of the program against pre-established financial metrics and adjust as necessary to meet earnings and profitability targets, and control losses. Such monitoring may take the form of:meeting your goals for the calendar year financial plan (NFB, NFE, Profit), assisting in the development of the current year budget and supporting other directors to reach their goals, managing profit and loss within your project porfolio, attending and participating in monthly equity review calls, ensuring invoicing and account receivable are managed appropriately, and more
  • Take ownership of marketing needs such as: identifying opportunities to pursue and ensure appropriate amount is pursued, and coordinating with the national Federal Marketing Team to track opportunities and strategically position HDR for wins
  • Lead decisions that directly impact staff such as employment decisions (job postings, offer letters, termination assistance etc.) providing compensation input, monitoring and coordinating training, performance improvement, and employee engagement
  • Sustain excellent customer satisfaction requiring periodic project site and client site visits
  • Maintain and take the lead on operational control for project management decisions
  • Anticipate and identify potential issues and risks that may impact program implementation, and assist the client with problem-solving, issues resolution, risk mitigation, and timely decision-making. Provide strategic advice and thought leadership. Deploy the required resources to address various program challenges and unanticipated events
  • Develop and implement various plans (program management plans, startup plans and work plans), business processes, and tools to drive efficiencies, emphasize accountability, bring team alignment, and promote transparency
  • Direct the services provided by multiple program teams or a single large program team comprised of HDR and subconsultants staff. Promote alignment within the team through effective and regular communications. Secure the resources required to deliver services specified in the contract scope with a focus on contract compliance
  • Monitor team performance and establish a robust QA/QC program to meet client expectations
  • Contribute to the growth of HDR's program management services by (1) building a long-term trusted advisory relationship with clients; (2) looking for opportunities to expand our services to address the needs of existing clients; (3) supporting the pursuit of new program contract opportunities; (4) mentoring and training staff working on programs; and (5) supporting practice-wide initiatives
  • Perform other duties as needed

Preferred Qualifications

  • Master's degree in Engineering, Construction Management, Sciences, Business Administration, or a closely related field
  • 15 years of related professional experience
  • Ability to obtain a DoD Security Clearance
  • Top Secret Clearance
  • Experience with Federal Engineering and Construction Programs
  • Experience managing at least one $100M Federal Design or Construction program
  • Experience managing a Federal $1B+ Engineering and Construction program
  • Experience supervising staff with demonstrated increasing levels of responsibility throughout career
  • Comfortable presenting to client executives and in front of a large audience in a public setting
  • Willingness to travel up to 25% of the time and, if needed, commute to a clients site
Required Qualifications
  • Bachelor's degree in Engineering, Construction Management, Planning, Sciences, Business Administration or a closely related field
  • At least one of the following licenses/certifications:
  • Requires professional engineering license recognized by the licensing board for the location of the position offered. Example: Professional Engineer (PE or P.Eng) license.
  • PMI Project Management Professional (PMP) certification;
  • PMI Program Management Professional (PgMP) certification;
  • AICP Certification
  • CMAA Certified Construction Manager (CCM) Certification
  • Program management experience consistent with the following requirements:
  • A minimum of six (6) years of program management experience, with at least four (4) years as a Program Manager or similar role with equivalent responsibilities and;
  • Experience leading as a Program Manager or serving in a similar role on the delivery of two or more programs, each with a capital value of $350 million or more. Experience delivering concurrent programs with a total value of $350 million or more qualifies as one of the required programs.;
  • Strong leadership skills with experience building a cohesive team culture and managing team members located in various locations
  • Excellent communication skills. Comfortable presenting to client executives and in front of a large audience in a public setting
  • Management experience with the implementation of projects or programs using alternative and collaborative delivery methods, including design-build (DB), progressive design-build (PDB), and/or construction management at-risk (CMAR)
  • Familiar with the various types of tools used to manage large programs - PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, dashboard analytics, etc.
  • Experience working in an integrated fashion within a Program Management Office (PMO) comprised of both consultant and client staff
