Overview:
Pape-Dawson is seeking an experienced Cultural Resources Program Manager to lead and grow our cultural resources practice across the United States. This leadership role combines strategic oversight, project management, technical expertise, and business development to deliver high-quality cultural resources services.
The ideal candidate is a seasoned professional with strong regulatory knowledge, proven leadership experience, and the ability to manage complex, multi-year projects while mentoring staff and building client relationships.
Need to be able to serve as principal investigator on archeological projects in Bexar County, Texas.
This position will be based in our San Antonio, TX office location.
What You’ll Do
Responsibilities:
Leadership & Program Management
Lead and mentor a team of archaeologists from field techs to principal investigators
Provide technical oversight, QA/QC, and ensure consistency across deliverables
Guide program growth and support expansion of cultural resources services
Project Management
Manage large, complex projects from proposal through completion
Develop scopes, budgets, schedules, and staffing plans
Ensure projects are delivered on time, within budget, and to quality standards
Technical & Regulatory Oversight
Oversee all phases of cultural resources work, including field investigations, analysis, and reporting
Ensure compliance with NHPA, ACT, UDC, and other applicable regulations
Coordinate with SHPOs, Tribal entities, and federal/state agencies
Field Leadership
Participate in and lead fieldwork efforts
Provide technical direction and mentorship to field teams
Business Development & Client Engagement
Lead and support proposal development, including pricing and risk analysis
Build and maintain strong client relationships across public and private sectors
Support strategic growth initiatives and new business opportunities
Documentation & Deliverables
Oversee preparation of technical reports and compliance documentation
Ensure accuracy, quality, and regulatory compliance across all work products
What You Bring
Required Qualifications:
Master’s degree or PhD in Archaeology, Anthropology, or related field
Meets Secretary of the Interior’s Professional Qualification Standards
Registered Professional Archaeologist (RPA) or ability to obtain
8+ years of environmental consulting experience (private sector)
5+ years of staff supervision and leadership experience
5+ years of experience developing proposals and pricing for competitive bids
Demonstrated project management experience (scope, schedule, and budget)
Experience working with federal agencies (USACE, TxDOT, HUD) and local agencies
Strong technical writing and communication skills
Ability to work in outdoor environments and varied terrain
Ability to travel and conduct fieldwork as needed
Professional demeanor with strong ethical standards
Preferred Qualifications
Experience with GIS tools (e.g., ArcGIS) and cultural resource databases
Strong knowledge of archaeological methods and compliance documentation
Proven ability to mentor staff and manage multidisciplinary teams
