Airport Compliance Manager

POSITION SUMMARY
The Airport Compliance Manager ensures the airport remains in full compliance with federal, state, and local requirements. This position manages grant compliance and reporting, procurement and contract oversight, document control, and submissions to the FAA and TxDOT. The position will also monitor grant performance, report requirements, and ensure adherence to funding conditions and documentation standards. The position is a key role in audit readiness, policy implementation, and continuous improvement efforts that strengthen the airports regulatory and administrative posture.
WORKING CONDITIONS
Work in a “close room” environment. General office setting and sedentary. Use of personal computing equipment, telephone, base radios, crash net phone, multi-function printer and calculator. Manual dexterity, ability to lift 25+ pounds. Ability to travel to and from meetings, training sessions or other business events. May require after-hours work to include weekends and holidays.
ESSENTIAL FUNCTIONS
- Supervise assigned staff and provide oversight and support to personnel in other sections as needed.
- Monitor and enforce compliance with FAA and TxDOT rules, regulations, and grant assurances.
- Oversee preparation, submission, and tracking of FAA Form 7460, NEPA documentation, and related compliance filings.
- Manage FAA and TxDOT grant applications, reporting, reimbursements, and closeouts.
- Track, report, and retain all grant-related documentation, reimbursements, and closeout submissions per FAA/TXDOT requirements.
- Coordinate with internal stakeholders and consultants to ensure timely submission of all required grant documents (e.g., SF-424, 5100 series forms, sponsor resolutions).
- Oversee service contracts related to airfield maintenance, custodial, pavement management, lighting, and other operational areas.
- Ensure vendor performance aligns with contractual obligations and performance standards and compliance with procurement standards tied to federal and state grant funding.
- Assist with enforcement and verification of landing fees, fuel flowage fees, and other aeronautical charges.
- Review tenant projects for compliance with FAA/TxDOT regulations and ALP (Airport Layout Plan) requirements.
- Develop and maintain organized records of compliance documentation, contracts, grant agreements, and audit records and prepare reports and presentations for Port San Antonio leadership, auditors, FAA, and TxDOT as required.
- Review and oversee MOUs, MOAs, leases, service contracts, and other agreements to ensure regulatory/contract compliance.
- Perform other duties or projects as assigned.
QUALIFICATIONS
Education: Bachelor’s Degree in Aviation Management, Business Administration, Public Administration or related field.
Experience: 5+ years in regulatory compliance or aviation contract administration and oversight, or aviation grant administration.
License & Certification: Must have valid driver license.
Testing: Must pass criminal background check. Must pass drug screen.
OTHER:
U.S. Citizenship is required.
Prior exposure to the aviation industry is desired.
Proficient with Microsoft Office
Knowledge of FAA and TxDot Grant Management
Knowledge of safety practices and procedures to promote effective local, state or national security operations for protection of people, data and property
Ability to establish and maintain effective relationships with various customers, departments and personnel
Skilled in written and verbal communications
Handle multiple tasks at one time
Operate a two-way radio
Ability to supervise internal staff and contractors
Ability to hear, speak and coordinate verbally with others
Remain calm and focused in all situations
