Job Description

JOB SUMMARY
The Manager-Instrumentation & Controls is responsible for overseeing operations related to of the repair, construction, programming and maintenance of Process Control Systems (SCADA and DCS), communications networks and process instrumentation in multiple major water/wastewater facilities and recycled/distribution water systems. Develops plans, schedules, and supervises all work activities within the Instrumentation & Controls Division.

ESSENTIAL FUNCTIONS
  • Supervises, selects, develops, trains, determines compensation and evaluates performance for a team of technicians.
  • Forecasts, allocates, and monitors the human, physical, and financial resources for the assigned area.
  • Coordinates all activities for the installation, testing, programming, maintenance and system administration of Process Control Systems (SCADA and DCS), PLC based control systems, radio telemetry, communications networks and process instrumentation.
  • Provides technical expertise, problem analysis, and management oversight for systems development and implementation of newly developed, purchased and enhanced control systems.
  • Participates in the planning, design, construction, and startup of new infrastructure with in- house engineers, consultants, contractors, and vendors.
  • Reviews and analyzes information from SCADA, DCS, time and attendance system, work order system, and other sources to make decisions and provide operational guidance.
  • Coordinates instrumentation and control operations, maintenance and emergency outages with the mechanical, electrical, design, and construction staff.
  • Develops, recommends, and implements division policies, guidelines, and procedures.
  • Develops, recommends, and implements an annual Operations and Maintenance (O&M) and Capital Outlay budget.
  • Applies generally accepted business management and public administration principles and practices.
  • Establishes and maintains effective working relationships and public relations.
  • Performs other duties as assigned.

DECISION MAKING
  • The Manager-Instrumentation & Controls receives general direction.

MINIMUM REQUIREMENTS
  • Bachelor's Degree in Computer Science, Engineering, or a related field from an institution accredited by a recognized accrediting agency.
  • Six years' of progressive experience in SCADA, DCS and Process Instrumentation of a large industrial facility including three years' supervisory and budgetary management experience.
  • Five years' progressive system administration and programming experience of Supervisory Control and Data Acquisition (SCADA), Distributed Control System (DCS) and Programmable Logic Controllers (PLC).
  • Valid Texas class "C" Driver's License.

JOB DIMENSIONS
  • Knowledge of SCADA, DCS, and process instrumentation technologies, hardware, and software.
  • Knowledge of windows operating systems, relational databases, financial and computerized maintenance management system software.
  • Skill in utilizing a personal computer and job related applications.
  • Skill in supervising technical and administrative staff.
  • Ability to develop and evaluate policies, guidelines, and procedures.
  • Ability to communicate clearly and effectively, verbally and in writing.
  • Ability to establish and maintain effective working relationships with executive management, staff, consultants, contractors, vendors, and regulatory agencies.
  • Ability to work hours other than the regular daytime schedule such as shift work, on call, or emergency response situations.

PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate basic office equipment. Subject to sitting for long periods of time to perform the essential functions. May operate a company or personal vehicle.

Working conditions are primarily in an office environment with occasional travel to various field locations. Field environment working conditions may include exposure to inclement weather; wastewater; mechanical, electrical, chemical and confined space hazards; offensive fumes; excessive noise; heavy traffic; deep excavations; and animals, snakes and poisonous insects.
