Procurement Specialist – Strategic Sourcing & Contract Management
Position Overview
Join a fast-paced procurement team where strategy meets impact. This role leads complex sourcing initiatives for a wide range of commodities and services, ensuring competitive pricing, regulatory compliance, and best value outcomes. You will drive the full procurement lifecycle — from market research and solicitation development to contract award and negotiation.
Key Responsibilities
- Lead competitive solicitations (IFBs, RFPs, CSPs) in compliance with city, state, and federal procurement regulations.
- Advise departments on sourcing strategies, specifications, and optimal procurement methods.
- Conduct market analysis, vendor research, and pricing evaluations to support strategic purchasing decisions.
- Develop scopes of work, pricing matrices, and solicitation documents for complex procurements.
- Facilitate bid evaluations, vendor negotiations, and contract awards.
- Issue and execute purchase orders within delegated authority.
- Prepare award recommendations and coordinate approvals.
- Ensure adherence to small, minority-, and women-owned business participation policies.
- Train and mentor staff and suppliers on procurement procedures and compliance standards.
Qualifications
- Bachelor’s degree from an accredited college or university.
- Minimum two (2) years of progressive procurement experience.
- Expertise
- Public sector procurement laws and competitive sourcing methods.
- Strategic sourcing, contract negotiation, and supplier evaluation.
- Cost analysis, market trend assessment, and risk mitigation.
- Internal controls, compliance management, and procurement systems.
- Strong analytical, communication, and stakeholder partnership skills.
