This opportunity offers the chance to lead a critical finance function by overseeing collections, cashiering operations, delinquent account recovery, and revenue management activities.
This role combines hands-on leadership with strategic financial oversight, including monitoring property tax collections, evaluating tax abatements and exemptions, supporting annexation studies, and collaborating with departments and external stakeholders.
Position Summary
Responsible for planning, organizing, coordinating, and directing collection and cashiering activities while ensuring compliance with applicable policies, procedures, and service standards. Provides leadership, guidance, and direct supervision to assigned staff.
Essential Duties and Responsibilities
- Manage and oversee daily collection and cashiering operations, ensuring efficient workflow distribution and timely processing of transactions.
- Develop, implement, evaluate, and maintain collection policies, procedures, and internal controls to promote operational effectiveness and regulatory compliance.
- Monitor departmental performance metrics and service level agreements, providing guidance and corrective action as needed.
- Review and verify customer receipt documentation for accuracy, including mathematical calculations and proper general ledger coding.
- Administer and oversee external collection agency contracts and collection activities related to delinquent accounts.
- Monitor property tax revenues collected and analyze outstanding balances to support revenue collection efforts.
- Assist with financial analysis and revenue impact assessments related to proposed annexations.
Minimum Qualifications
- Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, or a related field.
- Five years of progressively responsible experience in accounting, collections, tax administration, finance, or a related field.
- At least three years of supervisory, lead, or management experience.
- Demonstrated knowledge of collection practices, financial reporting, revenue management, and regulatory compliance.
