Position Description: Oversee prevailing wage practices and processes for projects requiring certified payroll and prevailing wages within region/ business unit. Maintain prevailing wage master list, train and monitor project compliance, and manage electronic certified payroll compliance system. Essential Duties Key Responsibilities: • Maintain up-to-date and comprehensive understanding of required prevailing wage federal, state, and local requirements and Turner Government Contracting Policy and Procedures Manual. Keep abreast of legislation changes and communicate changes to prevailing wage team and business unit management. • Review Turner subcontracts to ensure inclusion of correct and complete compliance requirements. • Engage with prime and subcontractors to ensure comprehension of and compliance with prevailing wage requirements. • Manage reporting, requirements, and procedures for contractor and subcontractor compliance in accordance with all local, state and federal laws governing prevailing wage. • Oversee and validate ratio of apprenticeships against permitted apprenticeship program as approved by governing law. • Oversee results of subcontractor audits of submitted documents. • Oversee subcontractor prevailing wage interview process for project sites and documentation process within certified payroll system. • Audit for correctness/accuracy of compliance of attendance of prevailing wage interviews, based on volume guidelines as stated in Turner Government Contracting Policy and Procedures Manual. • Coordinate setup of electronic certified payroll compliance system for projects within business unit. • Manage electronic certified payroll compliance system content and oversee: o Prevailing wage records for accuracy and completeness. o Communications with contractors and subcontractors for delinquent certified payroll. o Weekly audit of contractor and subcontractor certified payroll reports and revised certified payroll. o Resubmission of restitution documents requiring subcontractor to pay restitution for underpayment of wages. • Archive payroll records in appropriate manner following record retention guidelines established by state and/or federal government. • Maintain files of certified payroll reports, affidavits, and related documents and always make available for review. Cooperate fully with federal, state or local audits. • Manage escalations of subcontractor payroll submissions and resolutions of discrepancies. • Support sales pursuit process and work with Estimating to ensure proper prevailing wage language in bidding documents; review compliance documents prior to proposal submission. • Collaborate with Knowledge Learning team to develop prevailing wage training materials • Coordinate state and local prevailing wage training for project teams and maintain training completion records in accordance with Turner Prevailing Wage Policy. • Coordinate with Turner Federal Contract Compliance (FCC) to conduct mandatory Davis-Bacon and Related Act (DBRA) training as required. • Provide support to Turner Federal Contract Compliance (FCC) for federal projects as needed. • Other activities, duties, and responsibilities as assigned. The salary range for this position is estimated to be 105,000.00 - 132,000.00 USD annualized
